NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
April 1, 2025
The New London Township Board of Supervisors Regular Meeting convened at 6:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Mary Anne Steel, Chairperson; Dale Lauver, Vice Chairman; Dale Yates, Supervisor was not present.
PUBLIC COMMENT
There was no public comment.
Charles Bulla Zoning Issue
Charles Bulla of Saginaw Road addressed the Board of Supervisors about his issues with the Christian Life Center Disk Golf Course. Mr. Bulla stated that all Township residents have to comply with the rules. If he must adhere to these rules then everyone else should. He feels the Christian Life Center is not. Mr. Bulla explained that he tried to mitigate these issues before he brought it to the Township’s attention. There was some discussion regarding the Township Ordinance in which Mr. Bulla suggested that it specifically discusses golf courses as a use but does not define recreation. Mr. Bulla does not think it is a necessary use. The Township Zoning Officer, Michael Corcoran, states that there is a list of all the things that you can do
in Section 2207, Chapter 1, Chairperson, Mary Anne Steel, advised Mr. Bulla that the matter is in review by the Township Solicitor, and we are actively pursuing the issue. The Township will get back to him.
Kirk Farm
Several Township residents who live adjacent to the Kirk farm inquired as to what the Board of Supervisors plan to do with the property. Township Engineer, Ron Ragan, advised that the main purpose of purchasing the property is to preserve it for open space. The Township plans to subdivide the house and barn along with 1.8 acres to sell off. Since the Kirks placed the property in Act 319, the 1.8 acres, which nets a little over 2 acres is all the Township could subdivide without paying years of back taxes. Ron further explained the MS4 process and how the remaining acreage could help the Township reach the pounds of credit we will need. As of now, the remaining acres are being farmed for hay.
Nyland Zoning Hearing
The Board of Supervisors did not have an opinion and decided to leave it to the Zoning Hearing Board’s decision.
457 b Pension Plan
A motion was made by Mary Anne Steel, seconded by Dale Lauver, to approve the retroactive three percent match of salary payments for the Township Secretary Treasurer, Maureen Zdun, for the year 2023 for the amount of $1,024.20 and for the year 2024 for the amount of $1,150.35 for a total retroactive contribution of $2,174.55 into the 457b plan. The vote was unanimous.
ADMINISTRATIVE ACTIONS
Secretary’s Report
A motion was made by Dale Lauver, seconded by Mary Anne Steel, to approve the
March 4,2025 Board of Supervisors Regular Meeting Minutes as amended. The vote was unanimous.
Treasurer’s Report
A motion was made by Dale Lauver, seconded by Mary Anne Steel, to approve the April 2025 bills for payment and financial reports were accepted. The vote was unanimous.
ADMINISTRATIVE REPORTS
Engineer’s Report
Township Engineer, Ron Ragan, reported:
Pennock Bridge Road Bridge – The Board of Supervisors agreed to have Land Surveyor, Henry Raimato, start to survey the topo. Township Road Master, Gerry Porter, and Ron will meet Friday morning at the site. They would like to speak to the owner of the property.
MS4 – A motion was made by Mary Anne Steel, seconded by Dale Lauver, to approve the purchase of the software ARC-GIS at $ 807.00. The vote was unanimous.
Ron explained this program will help guide us when we do formal inspections of BMP’s.
We received an email from the DEP advising that we will be audited on 05/14/2025.
New London Township Park – After Township contractor, Mike Harlan, dug up the mulch, it was apparent that the sustenance was not from ground hogs, etc. There was some discussion of ordering playground mulch. This was tabled until we explore pricing for the mulch.
Planning Commission
Ron Ragan, Planning Commission Chairman, advised there were no new subdivisions. Ordinance Amendment work continues.
Emergency Management
The Township Emergency Management Coordinator, Dave Flad, reported that Chester County is working on collecting data for the Hazardous Mitigation Plan.
Road Master Report
Township Road Master, Gerry Porter, reported the following:
The pot hole on State Road will be patched.
Trees were removed from Lewisville Road and Saginaw Road from the storm.
Wheatland Farms – A stop sign was replaced.
Lewisville Road Motor Vehicle Accident – After speaking with residents and inspecting the accident location, he did not contact Al Federico for a traffic study as it was a case of inattentive driving. There will be stop ahead signs installed on Church Road with the stop signs having a red reflective stripe added. There will be stop bars painted on the roads.
2025 To Do List – Gerry advised that he emailed the Board of Supervisors the to do list for the Township roads.
The Township Road Contractor, Harlan Construction, has been chipping the tree debris on the side of the road.
Zoning Report
The New London Township Secretary, Maureen Zdun, reported there were thirteen (13)
Building Permits issued for March. There were no Single Family Dwelling Permits issued.
Township Zoning Officer, Michael Corcoran, advised that he had resolved some on going issues.
Building And Property
New London Township Building – Some roof shingles have blown off the roof. It was agreed to call Diversified Roofing.
New London Township Utility Shed – It was agreed the utility shed will need to be painted.
Kirk Farm Property – Dale Lauver will contact Don to make sure he is still farming the property.
OLD / NEW BUSINESS
Amish Buggy Road Signs
New London Township Resident, Jack Gardner, asked the Board of Supervisors to consider installing Amish Buggy Road Signs on some of the Township Roads.
