NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
WORK MEETING MINUTES
November 19, 2008
The New London Township Board of Supervisors Work Meeting convened at 7:45 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Dale Lauver; Member, Gerard Porter.

No comment on agenda items.
SCHEDULED ACTION/PRESENTATION TOPICS
Route 896-State Road Traffic Signal
Al Federico from McCormick Taylor spoke regarding the traffic study performed by the New London Ventures’ consultant along with letters from PennDOT. PennDOT wants a traffic signal installed at the intersection. The Township would need to agree to the signal since the maintenance and electric would be the Township’s responsibility. Traffic impact studies will have changes made by PennDOT in the near future, which may impact the warrants for the signal. Al suggested waiting 30-45 days to see if the new policies are implemented by PennDOT.
Dale Lauver reported that a safety audit was performed by the Delaware Valley Regional Planning Commission (DVRPC) along Route 896. Improvements mainly will be made south of New London Township. A few improvements will be performed in New London.
Billboards and Driveway Ordinances
Ron Ragan presented the Board with a draft of both ordinances. A motion was made by Dale Lauver and seconded by Gerry Porter to send the two ordinances to CCPC for the 247 review. The vote was unanimous among the members present.
New London Township Comprehensive Plan
David Sweet and Ron Ragan are working on the scope for the Comprehensive Plan. Ron Ragan will have a copy of the scope for the Board by the December regular meeting.
Secretary’s Report
On a motion made by Gerry Porter, seconded by Dale Lauver, the October 15, 2008 Board of Supervisors Work Meeting Minutes were approved. The vote was unanimous among the members present.
OLD BUSINESS/NEW BUSINESS
Trish Fagan reported that she met with Sandy Martin of McCormick Taylor, Natasha Goguts of the Chester County Planning Commission and Elk Township officials to discuss submitting an application under the PA Smart Transportation Program to refurbish the Camp Bonsul Road Covered Bridge.
The meeting adjourned at 9:25 PM.
