NEW LONDON TOWNSHIPO BOARD OF SUPERVISORS ORGANIZATION AND REGULAR MEETING MINUTES
January 2, 2024

 The New London Township Board of Supervisors Organization Meeting convened at 6:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Mary Anne Steel, Chairman and Dale Yates, Supervisor.  Dale Lauver, Vice Chairman was present by telephone.

Appointment was made of temporary Chairman, Maureen Zdun.

Nominations for Chairman of the Board for 2024.

On a motion made by Dale Lauver, seconded by Dale Yates, Mary Anne Steel was appointed as Chairman of the Board of Supervisors.  Mary Anne Steel abstained from the vote.

On a motion made by Dale Lauver, seconded by Dale Yates, the nominations for Chairman of the Board of Supervisors were closed.  The vote was unanimous.

Newly Elected Chairman assumes his position.

Nominations for Vice Chairman of the Board for 2023.

On a motion made by Mary Anne Steel, seconded by Dale Yates, Dale Lauver was appointed as Vice Chairman of the Board of Supervisors.  Dale Lauver abstained from the vote.

On a motion made by Mary Anne Steel, seconded by Dale Yates, the nomination for the Vice Chairman of the Board of Supervisors were closed.  The vote was unanimous.

On a motion made by Mary Anne Steel, seconded by Dale Yates, the following appointments were approved.  The vote was unanimous.

On a motion made by Dale Lauver, seconded by Dale Yates, the following appointments and fees were approved with the vote being unanimous:

Alternate Solicitor                                  Lamb McErlane PC – Vince Pompo.

On a motion made by Mary Anne Steel, seconded by Dale Yates, the following designations were approved with the vote being unanimous:

Signing of checks – 2 signatures (any combination of Supervisors and Treasurer).

On a motion made by Mary Anne Steel, seconded by Dale Yates, the following selection of depositories were approved with the vote being unanimous:

On a motion made by Mary Anne Steel, seconded by Dale Lauver, the meeting dates for the Board of Supervisors and Planning Commission for 2024 are set as follows by unanimous vote:

Board of Supervisors Regular Meeting          1st  Tuesday of each month

Board of Supervisors Work Meeting              3rd Wednesday of each month

Planning Commission Regular Meeting          2nd Wednesday of each month

Planning Commission Work Meeting             Last Tuesday of each month

On a motion made by Mary Anne Steel, seconded by Dale Yates, the set mileage reimbursement rate is 67 cents per mile for 2024.  The vote was unanimous.

On a motion made by Mary Anne Steel, seconded by Dale Yates, the voting delegate for the 2024 State Convention is Maureen Zdun.  The vote was unanimous.

On a motion made by Mary Anne Steel, seconded by Dale Yates, the newspapers of record for 2024 are the Chester County Press and the Daily Local News.  The vote was unanimous.

The Reorganization Meeting adjourned at 6:10 PM.

The Regular Meeting of the New London Township Board of Supervisors convened at 6:10 PM at the New London Township Building, New London, PA.   Supervisors present were: Mary Anne Steel, Chairman and Dale Yates, Supervisor.  Dale Lauver, Vice Chairman was present by telephone.

PUBLIC COMMENT

There was no public comment on Agenda items.

Resolution No.    2024-1-1 Public Safety Providers

On a motion made by Mary Anne Steel, seconded by Dale Lauver, Resolution No.  2024-1-1 Public Safety Providers for New London Township was approved.  The vote was unanimous.

Resolution No.   2024-1-2 Professional Auditor Appointment

On a motion made by Mary Anne Steel, seconded by Dale Yates, Resolution No.  2024-1-2 appointing a firm or certified or competent public accountants to make an examination of all the accounts of the Township for fiscal year 2023 to replace the elected auditors was approved.  The vote was unanimous.

Resolution No.   2024-1-3 Zoning Hearing Board

On a motion made by Mary Anne Steel, seconded by Dale Yates, Resolution No.  2024-1-3 to appoint members of the New London Township Zoning Hearing Board was approved.  The vote was unanimous.

Resolution No.  2024-1-4 Disposition Of Records

On a motion made by Mary Anne Steel, seconded by Dale Yates, Resolution No.  2024-1-4 to dispose of certain Township records was approved.  The vote was unanimous.

2024 SPCA Contract

There was some discussion regarding the contract.  This matter was tabled to the next Board of Supervisors meeting.

2024 Township Landscape Consultant Service Agreement

A motion was made by Mary Anne Steel, seconded by Dale Lauver, to approve the Township Landscape Consultant Service Agreement for 2024.

The vote was unanimous.

2024 West Grove Fire Company Agreement

A motion was made by Mary Anne Steel, seconded by Dale Lauver, to approve the West Grove Fire Company Agreement for 2024.

The vote was unanimous.

New London Township Park

There was some discussion regarding an after hours disturbance at the Township Park.  It was agreed to install more signage.  New London Township Secretary, Maureen Zdun, will look at pricing to have a gate at the park parking lot.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion made by Mary Anne Steel, seconded by Dale Yates, the December 7, 2023 Regular Meeting Minutes were approved as amended.  The vote was unanimous.

Treasurer’s Report

On a motion made by Mary Anne Steel, seconded by Dale Yates, the January bills were approved for payment and the financial reports were approved as presented.  The vote was unanimous.

STAFF REPORTS

Emergency Management Report

New London Township Emergency Management Coordinator, Dave Flad, advised that he has not heard from the Chester County Emergency Management Department.

Roadmaster Report

New London Township Roadmaster, Gerry Porter, reported that he has not heard any news regarding the 896 Road Project.  The Camp Bonsul Road Bridge Project should start some time this year.

He will be working on a proposed road project list for 2024.

Zoning Report

Township Secretary – Treasurer, Maureen Zdun ,reported that four (4) building permits were issued in December.   There were no single family dwelling building permits issued.

OLD BUSINESS / NEW BUSINESS

Medic 94

Gerry Porter advised that Medic 94 responded to 4,019 calls.  The bids have been approved, with some modifications, for the new station.  Construction should start this year.
