NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES MARCH 5, 2024

The New London Township Board of Supervisors Regular Meeting convened at 6:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Mary Anne Steel, Chairperson and Dale Lauver, Vice Chairman.  Dale Yates, Supervisor was not present.

PUBLIC COMMENT

No public comment on agenda items.

Raymond Green and Caroline Green Final Subdivision Plan

Motion was made by Dale Lauver, seconded by Mary Anne Steel, to approve the revised Raymond Green and Caroline Green Final Subdivision Plan dated           .

The vote was unanimous.

Short Term Rental Ordinance Draft

Larry Christoff, Kristin Camp’s Associate, presented the Board of Supervisors a revised Short Term Rental Ordinance Draft.  He stated that he met with the Township Planning Commission and incorporated their suggestions.  It was agreed to have the Township Solicitor, Winnie Sebastian, review the ordinance amendment.

A Motion was made by Dale Lauver, seconded by Mary Anne Steel, to have the Township Solicitor, Winnie Sebastian, review the Short Term Rental Ordinance Draft.  The vote was unanimous.

Big Elk Creek State Park

The Township received an email from Robert Campion, Assistant Park Manager, advising that since thirty (30) acres of the Big Elk Creek State Park is in New London Township, the DCNR would like to invite New London Township to appoint two stake holders to attend the next meeting scheduled on March 28, 2024.

Motion was made by Dale Lauver, seconded by Mary Anne Steel, to appoint Dale Yates and Carmella Ciliberti to participate on the task force to help design the new state park.  The vote was unanimous.

2024 Clean Up The Roads Signs

Clean up the Roads event coordinator, Dave Shirey, asked the Board of Supervisors if they would be willing to pay for five (5) more event signs as he would like to advertise in other Townships.  The Board agreed to pay for the signs on the condition that they only be placed in New London Township.

Resolution No.  2024-3-1 New London Township Fee Schedule

Motion was made by Mary Anne Steel, seconded by Dale Lauver, to approve the revised Resolution No.  2024-3-1 the New London Township Fee Schedule.  The vote was unanimous.

2024 SPCA Contract

A Motion was made by Mary Anne Steel, seconded by Dale Lauver, to approve the 2024 SPCA Five Year Contract.  The vote was unanimous.

SECRETARY’S REPORT

Regular Meeting Minutes

Motion was made by Dale Lauver, seconded by Mary Anne Steel, to approve the February 6, 2024 Board of Supervisors Regular Meeting Minutes.  The vote was unanimous.

Treasurer’s Report

Motion was made by Dale Lauver, seconded by Mary Anne Steel, to approve the March 2024 bills for payment and financial reports were accepted.  The vote was unanimous.

ADMINISTRATIVE REPORTS

Engineer’s Report

TMDL – Township Engineer, Ron Ragan, told the Board of Supervisors there are new reviewers and he asked the EPA to send him a letter outlining their concerns.

Pennock Bridge Road Bridge – Ron will reach out to PennDOT as we still have not heard from them.

Walnut Glenn Road Bridge – Ron mentioned that he had noticed some deterioration of the road near the bridge.  He is going to schedule to have the Township Road Master, Gerry Porter, and the Township Road Contractor, Mike Harlan, take a look.

Planning Commission

Ron Ragan, Chairman of the Township Planning Commission advised of the following:

Raymond Green and Caroline Green Final Subdivision Plan – The plan was approved by the Board of Supervisors.

Short Term Rental Ordinance Amendment – The Township Solicitor, Winnie Sebastian, will be reviewing.

Omnibus Ordinance Draft – Township Consultant, David Sweet, is working with the Township Solicitor, Winnie Sebastian, on the amendments.

Village District Task Force – Ken Crossan will get the task force started.

Emergency Management

Township Emergency Management Coordinator, Dave Flad, advised that he will be working on the New London Township Emergency Operations Manual.  He will email it to the Township along with the Resolution to approve at the next Board of Supervisor’s meeting.

Road Master Report

Township Road Master, Gerry Porter, advised that there were two (2) snow events in February.

Mr. Porter advised that he attended a meeting regarding the Route 896 road project and he gave an over view of the meeting.  The road project is set to start Spring, 2025.  He also presented a map outlining the truck detours.  He has some concerns regarding the north bound tractor trailer detour as it currently has them from Newark taking Route 273 to Fair Hill and then pick up Route 213 which turns in to Route 841 to Route 472 to State Road to the Village of New London Township.  He advised that some of these roads located in New London Township are not suitable to accommodate tractor trailers.  They are country roads.  Mr. Porter said he suggested to PennDOT an alternate route would be to have the trucks stay on Route 213 to Route 273 until  they get to Route 272 and take that all the way to Route 1.  Mr. Porter will reach out to Elk Township regarding his concerns.  It was agreed to have Mr. Porter contact Al Federico for his opinion regarding this detour.

School Road and West Avondale Road – Township Road Master, Gerry Porter, was contacted by a resident living near this intersection who has witnessed several accidents in the last few weeks.  It was agreed to have Mr. Porter contact Al Federico to have a traffic study done to see if it is necessary to have a four way stop installed at the intersection.  Township Secretary, Maureen Zdun, will call the Pennsylvania State Police for an incident report for the last few years at this intersection.

A Motion was made by Dale Lauver, seconded by Mary Anne Steel, to have the Township Road Master, Gerry Porter, contact Al Federico to review the current truck detour.  The vote was unanimous.

Property and Maintenance

2034 Newark Road – Dale Lauver will contact John Stoltzfus again about the sheds.

Township Secretary, Maureen Zdun, advised the Board of Supervisors about a resident contacting the Township advising that ATV’s are being driven on the property and tearing up the grass.  There was some discussion about trail cameras.

Zoning Report

Township Secretary, Maureen Zdun, reported there were eight (8) building permits issued in February.  One (1) single family dwelling building permit was issued.

 

OLD / NEW BUSINESS

New London Township Park

Township Secretary, Maureen Zdun, advised that the baseball field fence was damaged by a fallen tree in the last storm.  The tree has been removed.  It was agreed to have the Township Secretary contact a company to have the fence repaired.

The aerator pump is not working and it was determined that a new ventilator would be needed.  The Board of Supervisors agreed to have the repair work done.

Jennersville Christiana Care

Gerry Porter advised that Christiana Care and the for profit Emerus Holdings Inc., are still moving forward with their plans to open a satellite hospital.  The new open date is March, 2025.

Medic 94

Gerry Porter advised the site prep is done.  They are hoping to open the new building in October, 2024 but most likely will be December, 2024.

New London Township Subdivision Plans

Mary Anne Steel announced that the Township Zoning Officer, Michael Corcoran, would like to scan the Township subdivision plans that have not yet been scanned in to the Docu Ware Electronic Filing System.  He suggested possibly purchasing a scanner large enough to accommodate the plans.
