The New London Township Planning Commission Meeting opened at 7:00 PM via Zoom video conference.  Present were:  Ron Ragan, Chairman; Mary Anne Steel, Vice Chairman; and Members Martha Straus, Charlie Humkey, and Lynn Klingensmith.  The Minutes were recorded by Maureen Zdun.

Public Comment

There was no public comment.

Minutes

A Motion was made by by Martha Straus, seconded by Mary Anne Steel, to approve the September 9, 2020 Regular Meeting Minutes as presented.  The vote was unanimous.

Brandywine Conservancy Sustainable Community Assessment

Meredith Mayer Braine, Associate Planner and Sarah Sharp, Assistant Planner of the Brandywine Conservancy presented a power point presentation regarding the Sustainable Community Assessment for New London Township.  Due to the lengthy presentation they will return to the work meeting scheduled for February 25, 2021 to finish the presentation.

Christian Life Center Family Promise Program

Bill Hostetter addressed the Planning Commission regarding the Christian Life Center and their participation of the Family Promise Program in which they host homeless families in Chester County.  The family would normally spend a week and then move on to another church.  They are finding that some families do need more time, possibly up to three (3) months at the longest.  They would like to know if the Township would permit them to modify rooms and set up two (2) full bathrooms which would enable them to host families longer if needed.  Chairman, Ron Ragan, advised that he spoke with the Township Zoning Officer, Trish Fagan, regarding the zoning.  They would need to get any permits for any work that would be done.  They would have to check with the Chester County Health Department regarding the septic management.  The Township would need to know if families are living there in the event of an emergency.

There was some discussion whether this would fall under the religious use in the zoning ordinance.  Township consultant, David Sweet, will look at the RA Draft Ordinance wording to see if maybe a change can be made to acknowledge the use.  The Planning Commission recommends they move forward.  Ron will talk to Trish Fagan about having this item put on the Agenda for the next Board of Supervisor’s meeting.

Landscape Ordinance

Township Consultant, David Sweet, distributed his latest Memo dated January 28, 2021.  There was some discussion regarding this memo.  Ron Ragan requested that in Section I e change the word “of” to “as”.  David Sweet will continue to work on a draft.
