1-3-2022 Board Of Supervisors Re Organization Meeting And Regular Meeting

                                                                                           NEW LONDON TOWNSHIP BOARD OF SUPERVISORS                                                                                                                                                                           REORGANIZATION & REGULAR MEETING MINUTES                                                                                  January 3, 2022

 

The New London Township Board of Supervisors Reorganization Meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Supervisor, Mary Anne Steel.

Appointment was made of temporary Chairman, Ron Ragan.

Nominations for Chairman of the Board for 2022.

On a motion made by Dale Lauver, seconded by Mary Anne Steel, Gerard (Gerry) Porter was appointed as Chairman of the Board of Supervisors.  Gerry Porter abstained from the vote.

On a motion made by Mary Anne Steel, seconded by Dale Lauver, the nominations for Chairman of the Board of Supervisors were closed.  The vote was unanimous.

Newly Elected Chairman assumes his position.

Nominations for Vice Chairman of the Board for 2022.

On a motion made by Gerry Porter, seconded by Mary Anne Steel, Dale Lauver was appointed as Vice Chairman of the Board of Supervisors.  Dale Lauver abstained from the vote.

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the nominations for Vice Chairman of the Board of Supervisors were closed.  The vote was unanimous.

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the following appointments were approved.  The vote was unanimous.

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the following appointments and fees were approved with the vote being unanimous:

Township Solicitor                                 McMichael Sebastian, Heiney LLC – $325/hr.

Alternate Solicitor                                  Lamb McErlane PC – Vince Pompo.

Building Plan Review/Inspection

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the following designations were approved with the vote being unanimous:

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the following selection of depositories were approved with the vote being unanimous:

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the meeting dates for the Board of Supervisor and Planning Commission for 2022 are set as follows by unanimous vote:

Board of Supervisors Regular Meeting          1st Thursday of each month

Board of Supervisors Work Meeting              3rd Wednesday of each month

Planning Commission Regular Meeting         2nd Wednesday of each month

Planning Commission Work Meeting            Last Thursday of each month

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the set mileage reimbursement rate is 58.5 cents per mile for 2022.  The vote was unanimous.

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the voting delegate for the 2022 State Convention is Trish Fagan.  The vote was unanimous.

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the newspapers of record for 2022 are the Southern Chester County Weeklies and the Daily Local News.  The vote was unanimous.

The Reorganization Meeting adjourned at 7:10 PM.

 

The Regular Meeting of the New London Township Board of Supervisors convened at 7:10 PM at the New London Township Building, New London, PA.  Supervisors present were Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.

PUBLIC COMMENT

There was no public comment on Agenda items.

Resolution No. 2022-1-1 Public Safety Providers

On a motion made by Gerry Porter, seconded by Mary Anne Steel, Resolution No. 2022-1-1 Public Safety Providers for New London Township was approved.  The vote was unanimous.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion by Gerry Porter, seconded by Mary Anne Steel, the December 2, 2021 Regular Meeting Minutes were approved as presented.  The vote was unanimous.

Treasurer’s Report

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the January bills were approved for payment and the financial reports were approved as presented.  The vote was unanimous.

STAFF REPORTS

Engineer’s Report

Township Engineer, Ron Ragan, reported that there was no news on MS4.

Planning Commission

Township Planning Commission Chairman, Ron Ragan, reported there are no new subdivision plans.

Landscape Ordinance – will be worked on at the next Planning Commission Meeting.

Township Park – The subdivision plan with the field survey should be finished and submitted by the end of the month.  The Dorsman property may need to be subdivided with one and one quarter acre (1 ¼) for the septic system.  Ron will contact Ken Crossan.  Ron mentioned that the Township may want to keep the leg lot next to English Lane.  The park subdivision plan will be discussed at the next Planning Commission meeting.

Emergency Management Report

Emergency Management Coordinator, Dave Flad, reported the County is preparing for a snow storm Thursday and Friday.

AGREM – They were invited along with the West Grove Fire Company to tour the new Avon Grove High School on Saturday.

Covid – The local school districts are trying to figure out the return policy after the CDC announced the new guide lines that students who test positive for Covid can return to school five (5) days later as long as they test negative.

County Hazardous Mitigation Plan – The Township will need to adopt a Resolution.

Jennersville Hospital – There is no news on the hospital.

Building and Property Use

Utility Building – Dale Lauver reported the snow guard will cost $15,000.00. The Board agreed to move forward.

960 State Road – Gerry Porter advised he received an estimate from E & E to demolish the house and barn in the amount of $10,000.00.

Zoning Report

Zoning Officer, Trish Fagan reported that eleven (11) building permits were issued in December.    There was one (1) single family dwelling.  There was one (1) Use and Occupancy Permit issued.

Saginaw Road Turn Around

Gerry Porter will call Mr. Duncan again.

Wheatland Farms Waste Water Treatment Plant

Gerry has a meeting with the Township Solicitor, Sam McMichael, to talk about the Wheatland Farms Waste Water Treatment Plant.

The meeting was adjourned at 7:50 PM.
