NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
November 5, 2020

The New London Township Board of Supervisors Regular Meeting convened at 7:04 PM via Zoom video conference. The following Supervisors were present: Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Supervisor, Mary Anne Steel; and Ron Ragan, Township Engineer.

PUBLIC COMMENT
There was no public comment on Agenda items.

Hedge Apple Hill Subdivision Plan
Christian Campbell of Cedar Knoll Builders expressed his concerns to the Board of Supervisors about the fifteen (15) percent that the Township is requiring for the Stormwater Maintenance Agreement. He feels that the fifteen (15) percent is already being withheld for the maintenance escrow. Township Engineer, Ron Ragan, explained that this is the first subdivision since the Stormwater Management Ordinance has been in effect. Mr. Ragan recommended to not collect both maintenance escrow and stormwater management escrow. The Board agreed to the following:

1. Fifteen (15) percent of the cost of installation of the stormwater BMP to be
paid to the Township at dedication.
2. $1,000.00 per house at initial sale to be placed in a fund for repair / replacement
of stormwater BMP’s.
3. An inspection escrow amount determined by the Township Engineer to be paid
to be paid to the Township.
Mr. Campbell explained that they wanted to originally place the subdivision entrance sign on
Lot 1 close to the entrance. However, because of the sight triangle on the subdivision plan it would make it difficult to place the sign on Lot 1. That would limit the sign to be no taller than thirty (30) inches. It was agreed this will be sent to the Township Solicitor, Sam McMichael, to review.

A concern was mentioned that the safe load and unload parking area for the school bus could be used by any one when the roads are dedicated to the Township. It was agreed that a two (2) hour parking sign could be added to the plan.

2021 New London Township Draft Budget
A Motion was made by Gerry Porter, seconded by Dale Lauver, to approve and advertise the 2021 New London Township Draft Budget. The vote was unanimous.

SECRETARY’S REPORT

Regular Meeting Minutes
On a motion made by Gerry Porter, seconded by Mary Anne Steel, the October 1, 2020 Regular Meeting Minutes were approved as presented. The vote was unanimous.

Treasurer’s Report
On a motion made by Gerry Porter, seconded by Dale Lauver, the November bills were approved for payment and the financial reports were approved. The vote was unanimous.

STAFF REPORTS

Planning Commission
Planning Commission Chairman, Ron Ragan, reported that there are no new subdivisions. The Landscape Ordinance will be looked at the next meeting.

Engineer’s Report
Township Engineer, Ron Ragan, reported the following:

MS4 – Nothing new.

New London Township Park – Waiting on date for Chester Water Authority to hook up water line to the Township building, salt shed, and park. PECO was alerted that we are ready to hook line up and install transformer. Since we need electricity to work on the pond that work is on hold for now. It was decided to not officially open the park until the Spring due to Covid. Ron reports he had not heard from Brian Campbell about construction of the bridge over the wet lands. Martha Straus is going to meet with Joe Wilson of Yard Clippers to go over mowing of the trails.

Zoning Report
Zoning Officer, Trish Fagan, reported nine (9) building permits were issued in October. One (1) Use and Occupancy Permit was issued.

Emergency Management
Township Emergency Management Coordinator, Dave Flad, reported that the South Eastern Regional Task Force received P 25 radios. New London Township will receive two (2) radios. The County Hazardous Mitigated Plan is up for review. The Township’s hazards are the same. The Avon Grove School District will start a hybrid model of returning to school. There were not issues on election day.

Township Building Break In – The female was released from probation with a $60.00 fine and a warning. Her record will be cleared.

BUILDING AND PROPERTY
Gerry Porter told the Board that the bricks over the mantle of one of the windows are leaning out at the top. He met with Mark Rizzo about repairing the bricks. Mr. Rizzo will put together a proposal.

Gerry mentioned that the Chester Water Authority pipes look good. He suggested when Chester Water Authority hooks up the water, we should decide to remove the pump house and well. Jack Arrell always wanted to shave back the corner to improve the driving sight distance.

OLD / NEW BUSINESS
Eighty two (82) percent of New London Township registered voter voted on election day. Supervisor, Mary Anne Steel, said everyone that worked the polls should be commended on a job well done.
