NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING MINUTES

NOVEMBER 7, 2019

 

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter and Member, Mary Anne Steel.  Vice Chainnan, Dale Lauver was not present.

 

Chairman, Gerry Porter stated that an Executive Session was held prior to the meeting.

 

PUBLIC COMMENT

No public comment on agenda items.

ADMINISTRATIVE ACTIONS

2020 Proposed Draft Budget

There was some discussion regarding the proposed budget.

Motion was made by Gerry Porter, and seconded by Mary Anne Steel, to advertise the 2020 Proposed Budget. The vote was unanimous.

New London Township Community Park Re Bid

Township Engineer, Ron Ragan, announced this is the second bidding of the New London Township Community Park.   The following three (3) bids were received:

Constuct MS – bid amount $1,111,111.00.

Land Tech Enterprises – bid amount $1,018,777.00.

Lechmanik- bid amount $886,080.72.

Mr. Ragan made note that all three (3) bidders requested how to bid the landscaping and all three (3) bidders selected to fill in the line. Mr. Ragan recommended the bid be awarded to the lowest bidder which was Lechmanik at $886,080.72.

A Motion was made by Mary Anne Steel, and seconded by Gerry Porter, to accept and award the New London Township Community Park Bid to Lechmanik for $886,080.72 subject to the review and approval of the Township Solicitor, Sam McMichael. The vote was unanimous.

SECRETARY’S REPORT

 Regular Meeting Minutes

On a Motion made by Gerry Porter, and seconded by Maty Anne Steel, the October 3, 2019 Regular Meeting Minutes were approved. The vote was unanimous.

Treasurer Report

On a Motion made by Gerry Porter, and seconded by Mary Anne Steel, the November 2019 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous.

STAFF  REPORTS

 Planning Commission

Chairman, Ron Ragan, reported that several ordinance amendments are either at the Chester County Planning Commission or Township Solicitor’s for review. He hopes to have a hearing to advertise and adopt the R-1 Consolidated, Accessory Dwelling, and Riparian Buffer Ordinances.

Shaw Development – Expecting to receive Final Plan which will do away with the previous subdivision.

Bowwood-They requested to be on the November 13, 2019 Planning Commission Meeting Agenda to address some open issues on the Preliminary Plan.

Engineer’s Report

Township Engineer, Ron Ragan reported that he is still waiting on the DEP regarding the MS4.

Oxford Road/ Route 896 Traffic Light- Work will be starting November 11, 2019.

Wheatland Farms Waste Water Treatment Plant – Spence Andres of Government Specialist, Inc. is going to be sending inquiries to purchase the treatment plant to various sewer companies.

Emergency Management

Township Emergency Management Coordinator, Dave Flad, reported that he has received an award for completing the Advanced Certification training requirements. He said there are six (6) more classes to complete to receive his professional certificate. Dave also advised that after riding around the Township after the latest wind storm it was amazingly clear. There will be a recorded announcement regarding the Oxford Road/ Route 896 traffic light work on Radio AM 1670.

Zoning Officer

There were ten (10) permits issued in October. One single family dwelling pe1mit was issued. There were no Use and Occupancy pennits issued.

OLD BUSINESS / NEW BUSINESS

 Wheatland Farms Waste Water Treatment Plant

There were four (4) residents present from Wheatland Farms who addressed the Board with some concerns over the sale of the treatment plant. Mr. Porter explained the process of the sale of the treatment plant.  He advised  that the developer, Brian Campbell, will turn over the treatment plant to the Township. The Township will then try to sell the treatment plant. He could not guarantee the residents that the rates won’t go up but he did reassure them that the utility rates are governed by the state. Mr. Porter advised the residents that their concerns would definitely be considered and be part of the discussion when the process to sell the treatment plant begins.

Dorsman Property

The New London Historical Committee would like to store their files in part of the house. The Board has not yet decided what they are going to do with the property.

Farrell Property

May Anne Steel advised that the appraiser, John Wood, confirmed that he can do an appraisal on the two (2) acres that the Township is interested in purchasing.  The appraiser will need to have some approximate dimensions to work with. Mary Anne will mark up a sketch of the property from Chesco Views.
