                      NEW LONDON TOWNSHIP BOARD OF SUPERVISORS                                    REGULAR MEETING MINUTES                              March 3, 2022

  

The New London Township Board of Supervisors Regular Meeting convened at 7:25 PM at the New London Township Building, West Grove, Pennsylvania. The following Supervisors were present: Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Supervisor, Mary Anne Steel.

PUBLIC COMMENT

There was no public comment on Agenda items.

Dave Shirey Clean Up Day

Dave Shirey addressed the Board of Supervisors regarding the Township Clean Up Day. He advised that it is being broadcasted at the school. There is one (1) sign up. There are three (3) more that will be put up. There are seventeen (17) sections that already have coverage. The clean up will take place beyond New London Township borders.

Park Pond Aeration Proposal

Martha Straus gave an overview of the aeration system.

A Motion was made by Dale Lauver, seconded by Mary Anne Steel, to approve the aeration system conditioned upon stipulation that the proposal includes equipment and installation. The vote was unanimous.

Park Master Plan

Ragan Engineering and Straus Associates will perform the work to update the Master Plan. Costs will be billed through Ragan Engineering but will be broken out from regular engineering costs.

960 State Road House Demolition Proposal

A Motion was made by Gerry Porter, seconded by Dale Lauver, to accept the proposal for the 960 State Road house demolition in the amount of $9,500.00. The vote was unanimous.

Resolution No.: 2022-3-1 Hazard Mitigation Plan

A Motion was made by Gerry Porter, seconded by Dale Lauver, to approve Resolution No. 2022-3-1 for the Hazard Mitigation Plan. The vote was unanimous.

SECRETARY’S REPORT

 Regular Meeting Minutes

On a Motion by Gerry Porter, seconded by Mary Anne Steel, the February 3, 2022 Regular Meeting Minutes were approved as presented. The vote was unanimous.

Treasurer’s Report

On a Motion by Gerry Porter, seconded by Mary Anne Steel, the March bills were approved for payment and the financial reports were approved as presented. The vote was unanimous.

STAFF REPORTS

 Planning Commission

Planning Commission Chairman, Ron Ragan, reported that there are no new subdivision plans. Ron stated that the Planning Commission would like to hold meetings via Zoom. He requested a dedicated computer for the monitor in the meeting room. Ron and Mary Anne will look in to what will be needed.

The Landscape Ordinance is still in process. They are making some changes to the new proposed R – 1 District Ordinance. They are also working on definitions.

Engineer’s Report

MS4 – Work still in process. The EPA will be taking over reviews.

Zoning Report

Zoning Officer, Trish Fagan, reported that six (6) building permits were issued in February. There was one (1) single family dwelling permit issued. There were no Use and Occupancy Permits issued.

OLD L NEW BUSINESS

 Landscape Consultant Position

Martha Straus was asked to provide the Board of Supervisors with a scope of work and fees for the Landscape Consultant position.

Camp Bonsul Road Bridge

Gerry reported on the Camp Bonsul Road Bridge replacement. The County’s preference is to replace with another covered bridge. Both bordering Townships agree. There will not be a weight limit on the bridge. It will take eighteen {18) months to get all approvals and then another year to construct.

Pennock Bridge Road Bridge

Gerry has been in contact with PennDOT that New London would be willing to have the bridge widened and rebuilt if PennDOT would pay for the work. The Township would also like to realign the road at the same time. The Board of Supervisors has additional questions for PennDOT before making any decisions.
