NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
WORK MEETING MINUTES
APRIL 17, 2019

The New London Township Board of Supervisors Work Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter; Vice Chairman, Dale Lauver; Member, Mary Anne Steel.

PUBLIC COMMENT
No public comment.

MINUTES
A Motion was made by Gerry Porter, and seconded by Mary Anne Steel, to approve the
March 20, 2019 Board of Supervisors Work Meeting Minutes. The vote was unanimous.

CHRIS NEVILLE 19 RED OAK DRIVE
Chris Neville of 19 Red Oak Drive in the Walnut Grove Subdivision approached the Board about a pipe that runs along his driveway. The pipe seems to be filled with sediment and seems to catch the entire water run off from Red Oak Drive. His concern is that after each rain storm the ground is eroding away and his fear is that this driveway will collapse. He requested that someone from the Township come out to take a look at his property. Chairman, Gerry Porter, told Mr. Neville that the Township will come out to take a look at his issue.

PARKING LOT LIGHT POLE DAMAGE
Gerry Porter advised that he has been in contact with Chuck Hammond, Jr., and has received an estimate for $1,275.00 to replace the damaged light pole and the two existing damaged LED bulbs. He told Gerry that the existing style light pole is only available in bronze or he could order a different style in the silver. It was agreed that the light pole would be replaced with the new style design in the silver color.

Mr. Porter also advised the Board that Mr. Hammond gave an estimate of $240.00 to replace the light on the north side of the building.

TOWNSHIP CLEAN UP DAY
Gerry Porter announced that the Township Clean Up day on April 13, 2019 went very well. He said that Dave Shirey sent an email with all the clean up details. Charlie Humkey contacted SECCRA and they agreed to waive the fee for the recycling of the tires.

AVON GROVE COMMUNITY DINNER
There was some discussion regarding the invitation to the Avon Grove Community Dinner on May 6, 2019.

INTERACTIVE TV
Mary Anne Steel advised that someone from Tom’s TV will be calling the Township regarding the interactive TV for the meeting room.

THUNDER HILL ROAD TREE REMOVAL
Township resident Mark Rizzo was present and advised the Board that he lives on Thunder Hill Road. Mr. Rizzo does not have any objection to removing the trees but he just would like to know what he is expected to see when the trees are removed. The Board told Mr. Rizzo there would be no evidence of the trees having been there. It would be similar to what was done with the tree removal on Church Road.

ACTIVE VOLUNTEER’S EARNED INCOME TAX LIABILITY CREDIT ORDINANCE
Motion was made by Gerry Porter, and seconded by Dale Lauver, to adopt Ordinance
No. 2019 – 01 to provide tax credit for the volunteers of the West Grove Fire and Ambulance Company and non profit emergency medical services agencies who reside in New London Township. The vote was unanimous.

Three (3) copies of the Ordinance were signed by the Board of Supervisors.

835 WEST AVONDALE ROAD
Dave Harlan of Harlan Construction Co. will remove the existing chain link fence. The shed on the property will be removed and the trees in front of the house will eventually be removed.

NEW LONDON TOWNSHIP PARK PLAN
Mr. Porter reported that the Park Committee had their first meeting on April 3, 2019. The bids should be going out soon for work to start with the park. Planning Commission Member, Martha Straus, will walk the park area to determine what trees will need to be removed.

PENN DOT
Dale Lauver made mention that he would like the Township Road Master, Jack Arrell, to take a look at the road work that is currently being done on Newark Road and to contact Penn DOT to see what the plans are and if they are going to repave the road.

NEW / OLD BUSINESS
May 2, 2019 – Board of Supervisor’s Business Meeting.

May 15, 2019 – Board of Supervisor’s Work Meeting.

Chairman, Gerry Porter, advised that he will be out of town and will not be attending the
May 15, 2019 work meeting.

The meeting adjourned at 9:00 PM.
