NEW LONDON TOWNSHIP BOARD OF SUPERVISORS WORK MEETING APRIL 20, 2022
The New London Township Board of Supervisor’s Work Meeting convened at 7:00 PM on April 20, 2022 at the New London Township Building, New London, PA. The Board Members present were: Chairman, Gerry Porter; Vice Chairman, Dale Lauver; and Supervisor, Mary Anne Steel.
ADMINISTRATIVE ACTIONS
243 B School Road Injunction
The Board of Supervisors discussed the recommendation of the Township Solicitor, Sam McMichael, to file an injunction against the parties for resolution of the inspection issues and repairs needed.
A motion was made by Gerry Porter, seconded by Dale Lauver, to proceed with the filing of the injunction. The vote was unanimous.
David Szymanski Case – New Attorney
The proposal for new legal representation for New London Township was reviewed. There was some discussion.
A motion was made by Gerry Porter, seconded by Mary Anne Steel, to accept the proposal from Arthur Sagnor, Esquire to represent the Township for the David Szymanski case. The vote was unanimous.
Masonic Lodge
There was some discussion regarding the Mason’s request to upgrade some items on the second floor. Gerry suggested that the Township have Chuck Hammond Electric look at the electric on the second floor to make sure it is adequate to handle what the Mason’s would like to do.
Gerry also advised that the Avon Grove Regional Emergency Management is planning to continue to use the second floor area as their meeting location. The Avon Grove Regional Emergency
Management has agreed with the Mason’s request to use their area.
Additionally, the Masons asked if they could add electrical outlets and lights to the small pavilion. After some discussion it was agreed that the Township would have Chuck Hammond Electric install the outlets in the pavilion and submit the invoice to the Masons for payment. At this time, the Board of Supervisors does not want any lights installed on the pavilion.
MS4 – Elk Creek Water Shed
Township Engineer, Ron Ragan, presented information on the current status of the MS4 permitting process as well as information on the option to collaborate with PennDOT and RES on the Chesapeake Water Shed portion of the Township to purchase load reduction via RES for stream restoration as a cost effective way to comply with a portion of the Township’s load reduction requirements. Ron expanded on the load reduction requirements and reviewed other options.
MS4 – White Clay Creek Water Shed
It is unknown if RES will provide similar services for the Christina Water Shed, as there is nothing currently in place for that portion of the Township.
Ron recommended that the Township proceed with collaboration and use of RES as well as completing the MS4 requirements and permitting process.
Ron also recommended that the Township find a grant writer to take advantage of the many grants available to assist with stormwater related repairs and improvements.
Pennock Bridge Road Bridge
Township Engineer, Ron Ragan, provided an estimate for the realignment and replacement of the bridge and reviewed the draft plan that he had prepared. The placement and estimate were reviewed and it was agreed that Ron would revise the estimate to allow for a ten percent contingency / override to be added to the estimate before submitting it to PennDOT.
West Avondale Road Bridge
There was some discussion regarding the 2018 and 2019 inspections of the bridge and repairs that were completed in 2019 or 2020. The question came up as to whether there was a re-inspection of the bridge after the repairs were completed. Ron Ragan agreed to check with Pickering Courts to see if the repairs were re-inspected and will relay his findings.
OLD / NEW BUSINESS
Medic 94
Gerry Porter presented an update from his meeting with Penn Township regarding a potential new site for Medic 94 located on Baltimore Pike, Penn Township. Medic 94 continues to remain in the former hospital building until July 1, 2022. Penn Township is seeking a grant to construct a building to house Medic 94.
Ordinances
Ron Ragan asked the Board of Supervisors, for the Planning Commission, if they should proceed with hearings on the current ordinances that have been finished and are ready for adoption or to wait until later this year when the other ordinances in process, particularly the Landscape Ordinance and Definitions Ordinance will be completed to be done all at one time. The Board of Supervisors prefers to move forward with at least the R – 1 Ordinance for hearing and adoption as soon as possible and pursue the others when completed.
