                    NEW LONDON TOWNSHIP BOARD OF SUPERVISORS                                         REGULAR MEETING MINUTES                                                                           April 7, 2022

 

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.

PUBLIC COMMENT

There was no public comment on Agenda items.

Township Park Phase 2 Master Plan Proposal

A motion was made by Gerry Porter, seconded by Dale Lauver, to accept the proposal from Ragan Engineering and Straus Associates to work on the Phase 2 Master Plan for the Township Park.  The vote was unanimous.

Landscape Consultant
A motion was made by Gerry Porter, seconded by Mary Anne Steel, to accept the Straus Associates Landscape Consultant Service Agreement.  The vote was unanimous.

Yard Clipper, Inc.  Proposal

A motion was made by Dale Lauver, seconded by Mary Anne Steel, to accept the Yard Clipper, Inc. Proposal for the additional work in the Township Park.  The vote was unanimous.

Resolution No.  2022-4-1

A motion was made by Dale Lauver, seconded by Gerry Porter, to approve the Resolution No.  2022-4-1 Supporting the Pennsylvania Commission for the United States Semiquincentennial.   The vote was unanimous.

 Masonic Lodge

Raymond Mackey gave an overview of a letter he presented to the Board of Supervisors to continue to use the room upstairs.

Clean Up Day

Dave Shirey gave an update on the clean up scheduled for Saturday.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion by Gerry Porter, seconded by Mary Anne Steel, the March 3, 2022 Regular Meeting Minutes were approved as presented.  The vote was unanimous.

Treasurer’s Report

On a motion by Dale Lauver, seconded by Gerry Porter, the April bills were approved for payment and the financial reports were approved as presented.  The vote was unanimous.

STAFF REPORTS

Planning Commission

Planning Commission Chairman, Ron Ragan, reported that there are no new subdivision plans.  The Landscape Ordinance work continues.  The New R – 1 Ordinance is being tweaked.

A new County Act 167 Stormwater Ordinance will be received soon for the Township to adopt.

Camp Bonsul Road Covered Bridge will be replaced with a covered bridge.

Engineer’s Report

MS4 – Ron Ragan met with the White Clay Creek Watershed group.  Ron will continue with New London’s MS4 work.

Zoning Report

Zoning Officer, Trish Fagan, reported that twenty one (21) building permits were issued in March.  There were two (2) Use and Occupancy Permits issued.

OLD / NEW BUSINESS

Wheatland Farms Waste Water Treatment Plant

Gerry emailed Vince Pompo, the Solicitor working on the plant purchase.  Work is progressing.

Pennock Bridge Road Bridge

The Township needs to determine an estimated cost to replace the bridge, not including the cost to realign the bridge to submit to PennDOT.

The meeting was adjourned at 8:30 PM.
