NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
WORK MEETING MINUTES
MAY 15, 2019

The New London Township Board of Supervisors Work Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Vice Chairman, Dale Lauver; and Member, Mary Anne Steel. Chairman Gerard Porter was not present.

PUBLIC COMMENT
No public comment.

MINUTES
A Motion was made by Dale Lauver, and seconded by Mary Anne Steel, to approve the
April 17, 2019 Board of Supervisors Work Meeting Minutes. The vote was unanimous.

RED OAK DRIVE STORM WATER ISSUES
Township Engineer, Ron Ragan, addressed the Board of Supervisors and the affected home owners of Red Oak Drive regarding the current storm water issues. Mr. Ragan advised that the pipes are corroding and need to be replaced. As it is now, Walnut Grove was not set up with an escrow fund to take care of aging pipes and the responsibility would fall on the home owners. He further advised that the Township would propose to fix the problem by replacing the pipes from the inlet box to the retention basin. There would be some minor adjustments and a distended retention basin would be used as a BMP. The distended retention basin would allow the water to drain at a slower rate. Mr. Ragan said the Township would take dedication of the pipes and the retention basin by an easement agreement. The Township would then be responsible for maintaining and mowing the easement.

The two (2) residents who were present advised that they do not see a problem with the Township taking dedication of the easement. One (1) resident was concerned about his out building which is located next to the retention basin. Mr. Ragan advised that he could leave the building there but if the retention basin were to over flow then it could get flooded and that it would not be the Township’s responsibility.

There was some discussion regarding the contractor’s performance and whether or not the road will be repaved. Mr. Ragan agreed to take a look at it.

Mr. Ragan advised when the Township draws up the final proposal we will have a meeting with all parties involved to review the proposal.

PARKING LOT LIGHT POLE DAMAGE
A Motion was made by Mary Anne Steel, and seconded by Dale Lauver, to approve and issue a check in the amount of $1,275.00 to Chuck Hammond for repairs to the damaged light pole. The vote was unanimous.

REIMBURSEMENT FOR CANCELLED BUILDING PERMIT
The Board agreed to reimburse the funds of a cancelled Building Permit for 12 Olympia Avenue.

THUNDER HILL ROAD TREE REMOVAL
There was some discussion regarding the bids for the tree removal. The Board agreed to review the bids at the next regular meeting scheduled on June 6, 2019.
