             NEW LONDON TOWNSHIP BOARD OF SUPERVISORS                                       REGULAR MEETING MINUTES                                                                            June 2, 2022

 

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.

PUBLIC COMMENT

There was no public comment on Agenda items.

Lt. Daniel Steele – Pennsylvania State Police, Avondale Barracks

Lt. Steele gave an overview of his experience with the Pennsylvania State Police.  He also gave a 2020 – 2021 call statistics report for New London Township.

Appointment of David Schupp to the Planning Commission
A motion was made by Gerry Porter, seconded by Mary Anne Steel, to have Dave Schupp fill the Planning Commission position that Lynn Klingensmith vacated.  The vote was unanimous.

Announcement of Board Executive Meeting – June 14, 2022

Gerry Porter announced there will be a Board of Supervisor’s Executive Session to discuss a property acquisition on June 14, 2022 at 7:00 PM.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion by Gerry Porter, seconded by Dale Lauver, the May 5, 2022 Board of Supervisors Regular Meeting Minutes were approved.  The vote was unanimous.

Treasurer’s Report

On a motion by Gerry Porter, seconded by Mary Anne Steel, the June bills were approved for payment and the financial reports were approved as presented.  The vote was unanimous.

STAFF REPORTS

Planning Commission

Planning Commission Chairman, Ron Ragan, reported that there are no new subdivision plans.    They are working on the Definitions document.  This has been a little more complicated since there are new definitions from the new CCWRA model Stormwater Ordinance that they have to adopt by end of the year that must be incorporated in to the Definitions Chapter.

Engineer’s Report

New London Township Engineer, Ron Ragan, advised that he is working on creating a REA recommended version of the model Stormwater Ordinance.

MS4 – There is a big meeting tentatively scheduled for June 16, 2022, with PennDOT and their contractor, PADEP, and the neighboring municipalities in the Big Elk about a possible inexpensive source of pollution load removal credit.  This could definitely take care of our load requirement for the first permit cycle and maybe beyond.

New London Township Park – The new estimates for refurbishing the well and getting it connected to electric and a hydrant at the park will run about $10,000.00.  It would be two (2) contracts one with Mills Well Drilling and one with Weaver Electric

Emergency Management

The New London Township Emergency Management Coordinator, Dave Flad, advised there will be Chester County EMA training on June 28, 2022.   The Avon Grove Regional Emergency Management will be on vacation and will not meet until September.

Roadmaster Report

The New London Township Roadmaster, Gerry Porter, reported the Locust Ridge pipe replacement is completed.  Milling is to take place on State Road.  State Road will then be paved from Route 896 to the Penn Township line.

Camp Bonsul Road Bridge – Gerry reported that the County said it can take eighteen (18) months for permitting, then another year or two for construction.

Pennock Bridge Road Bridge – Gerry reported that he left a message with PennDOT and is waiting to hear from them.

Zoning Report

The New London Township Zoning Officer, Trish Fagan, reported that six (6) building permits were issued in May.  No single family dwelling building permits were issued.

OLD / NEW BUSINESS

Route 896 Safety Improvement Project Meeting

Gerry Porter gave an overview of a Safety Improvement Project Meeting for Route 896 that he attended.

The meeting was adjourned at 8:10 PM.
