NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
June 4, 2020

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM via Zoom video conference. The following Supervisors were present: Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Supervisor, Mary Anne Steel; Ron Ragan, Township Engineer; and Al Federico, Township Consultant.

PUBLIC COMMENT
There was no public comment on Agenda items.

OPTICOM
Township Consultant, Al Federico, explained that the opticom placed on the new traffic light is not giving enough time for the fire company to go through without having to slow down or stop which takes valuable time. Mr. Federico has been working with PECO to install the opticom on one of their utility poles. The response has been painstakingly slow from PECO. The other option would be a wireless system at the cost of $24,000.00 plus monthly cost of electric. Gerry Porter suggested seeing if the township and fire company work together will it help to get PECO to move expeditiously.

New London Township Road Master
Motion was made by Gerry Porter, seconded by Dale Lauver, to hire John Arrell, Jr., at $20.00 per hour as the New London Township Road Master. The vote was unanimous.

Esh Subdivision
Township Engineer, Ron Ragan, reported that the Planning Commission made suggestions and recommended approval on condition that the Chester County Health Department approves the septic system. The Driveway Agreement needs to be signed and recorded. On a Motion made by Gerry Porter, seconded by Mary Anne Steel, the Board of Supervisors denied the Plan unless an extension is sent within sixty (60) days. The vote was unanimous.

Document Scanning Program
Township Assistant Secretary, Maureen Zdun, stated that West Grove Borough does not use the Docuware Program and that Franklin Township uses its own main frame system. There was some discussion on the pro’s and con’s versus the price. It was agreed that more research would need to be done.

SECRETARY’S REPORT

Regular Meeting Minutes
On a motion by Mary Anne Steel, seconded by Gerry Porter, the April 2, 2020 Regular Meeting Minutes were approved as presented. The vote was unanimous.

On a motion made by Mary Anne Steel, seconded by Gerry Porter, the May 7, 2020 Regular Meeting Minutes were approved on condition that the words “via Zoom” be added as the location to the meeting. The vote was unanimous.

Treasurer’s Report
On a motion by Gerry Porter, seconded by Dale Lauver, the June bills were approved for payment and the financial reports were approved as presented. The vote was unanimous.

STAFF REPORTS

Planning Commission
Planning Commission Chairman, Ron Ragan, presented the Board of Supervisors the proposal for the Brandywine Conservancy’s Sustainable Communities Plan to update the Comprehensive Plan. Total estimated cost is $8,000.00. A Motion to approve the proposal was made by Dale Lauver, seconded by Mary Anne Steel. The vote was unanimous.

Hedge Apple Hill – They have items to discuss but they are waiting until the Planning Commission has their meetings at the Township office.

Engineer’s Report
MS4 – Township Engineer, Ron Ragan, advised that corrugated metal piping failing is a major issue. Solicitor’s from three (3) Townships are working together to look at what the DEP’s regulation on storm water issues are.

New London Township Park – Geotech Firm was sent to review soils for pond. The trail is seventy five (75) percent done, the tot lot and parking lot has stone.

Wheatland Farms Sewage Plant – Ron spoke with Spence Andress to get the sewer line to the village. The plant needs to be re-rated for EDU’s.

Buildings and Property
Dale Lauver mentioned that the boiler needs to be serviced.

Emergency Management
Township Emergency Management Coordinator, Dave Flad, reported that the County is now in the yellow phase.

Avon Grove Intermediate School may be asked to set up a swab testing site by June 15, 2020 by appointment six (6) days a week.

Zoning Report
Zoning Officer, Trish Fagan, reported nine (9) building permits were issued in May. There were no Use and Occupancy Permits issued.
