NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
July 2, 2020

The New London Township Board of Supervisors Regular Meeting convened at 7:12 PM via Zoom video conference. The following Supervisors were present: Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Supervisor, Mary Anne Steel; and Ron Ragan, Township Engineer.

PUBLIC COMMENT
There was no public comment on Agenda items.

Wheatland Farms Residents Request
Joyce Jacobs spoke for the residents and presented a speed remediation slide presentation. They would like more speed limit signs on Mill House Drive. They contacted a vendor for costs of two (2) radar speed signs which would cost $7,260.00. Gerry Porter stated that the Township is not inclined to put radar speed signs up. The issue of lowering the speed limit to fifteen (15) needs to be explored. A traffic study may be required. The Home Owner’s Association would supplement costs for signage. The Board will discuss and get back to Ms. Jacobs.

Township Engineer, Ron Ragan, suggested that Al Federico do a study to determine if the speed limit can be lowered, if not the residents would be satisfied with just adding additional speed limit signs.

Esh Subdivision
Joel Brown of Concord Land Planners and Surveyors, Inc. was present to represent the applicant. Township Engineer, Ron Ragan, stated that the plan meets the requirements for shared or common driveways. He also stated that a note was added to the plan that states the driveway must be brought up to the standards in the Driveway Ordinance.

Motion was made by Gerry Porter, seconded by Dale Lauver, to approve the Amos S. Esh and Mary S. Esh Final Two Lot Subdivision Plan, prepared by Concord Land Planners and Surveyors, Inc. dated February 17, 2020, last revised March 20, 2020. The vote was unanimous.

Resolution No. 2020-7-1
Motion was made by Gerry Porter, seconded by Mary Anne Steel, to approve Resolution No. 2020-7-1 to dedicate Commonwealth Drive and Mill House Drive, from West Cobblers Lane to the northerly side of Mill House Drive, for public use in accordance with the terms of the approval of the Wheatland Farms Final Subdivision Plan. The vote was unanimous.

SECRETARY’S REPORT

Regular Meeting Minutes
On a motion by Gerry Porter, seconded by Dale Lauver, the June 4, 2020 Regular Meeting Minutes were approved as presented. The vote was unanimous.

Treasurer’s Report
On a motion by Gerry Porter, seconded by Mary Anne Steel, the July bills were approved for payment and the financial reports were approved as presented. The vote was unanimous.

STAFF REPORTS

Planning Commission
Planning Commission Chairman, Ron Ragan, reported the following:

Hedge Apple Hill – Developer is waiting for a face to face meeting to discuss the open space in the development. The Planning Commission Meeting next week may be a face to face meeting.

New Landscape Ordinance is being explored.

Engineer’s Report
MS4 – Township Engineer, Ron Ragan, advised that he had a call with the attorney for guidance. The concern is that the Township would be responsible for farm stormwater runoff and also having to maintain storm drains located on private properties.

New London Township Park – Trails and parking lot will be paved next week. Pavilion work may start in two (2) weeks. Ron is investigating a solar powered pump to be put on the existing well on the property. The electric line at the 815 West Avondale Road house needs to be inspected. Ron is talking to Chester Water Authority about getting water service to the Township Building, Utility Building, and Park.

Emergency Management
Township Emergency Management Coordinator, Dave Flad, reported that masks are required if out in public.

The Avon Grove Intermediate School Covid testing site has tested over 800 people. The site will be open only two (2) days starting next week.

The Health Department is concerned what impact the 4th of July holiday will have on the Covid numbers.

Dave Flad suggested that the Township rescind the Disaster Resolution.

A Motion was made by Gerry Porter, seconded by Dale Lauver to rescind the Disaster Resolution as of July 2, 2020. The vote was unanimous.

Buildings and Property
Dale Lauver mentioned that the boiler needs to be serviced.

Zoning Report
Zoning Officer, Trish Fagan, reported nineteen (19) building permits were issued in June. There were no Use and Occupancy Permits issued.

OLD / NEW BUSINESS

Opticom
The Opticom issue still remains.

Saginaw Road
PennDOT ordered an emergency bridge closing on Saginaw Road.

The meeting adjourned at 8:35 PM.
