NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
AUGUST 3, 2023
The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Gerry Porter, Chairman and Mary Anne Steel, Supervisor. Dale Lauver, Vice Chairman was not present.
PUBLIC COMMENT
No public comment on agenda items.
Cassandra Novak Tobey
Cassandra Novak Tobey presented the Board of Supervisors with her Pitties With a Purpose Proposal for the Kirk Farm property. Gerry Porter told her that the Township’s acquisition of the property was fairly recent. At this point they are not sure what they will be doing with the property.
Comcast Letter of Support
Motion was made by Gerry Porter, seconded by Mary Anne Steel, to send a letter of support on behalf of Comcast’s Application for a Capital Projects Fund Grant to help bring cable and internet to the Township for those that can not afford it. The vote was unanimous.
Park Steward Position
Township Landscape Consultant, Martha Straus, advised the Board of Supervisors of the need to hire a Park Steward. It was agreed to have Martha interview for the position.
Yard Clipper Inc. Proposal
Motion was made by Gerry Porter, seconded by Mary Anne Steel, to accept the proposal of Yard Clipper Inc. to mow the pasture at 2034 Newark Road, Lincoln University, PA 19352.
The vote was unanimous.
James Russell Zoning Hearing
The Board of Supervisors agreed they will leave the decision to the Zoning Hearing Board.
Stephanie and Harry Bailey Zoning Hearing
The Board of Supervisors agreed they will leave the decision to the Zoning Hearing Board.
ADMINISTRATIVE ACTIONS
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion made by Gerry Porter, seconded by Mary Anne Steel, the July 6, 2023 Board of Supervisors Meeting Minutes were approved. The vote was unanimous.
Treasurer’s Report
On a motion made by Gerry Porter, seconded by Mary Anne Steel, the August 2023 bills were approved for payment and financial reports were accepted. The vote was unanimous.
STAFF REPORTS
Engineer’s Report
Pennock Bridge Road Bridge – Township Engineer, Ron Ragan, said he is still waiting to hear from PennDOT.
MS4 – Stream Restoration Project for East Nottingham Township – Ron has not heard from PennDOT.
Planning Commission
Ron Ragan, Chairman of the Township Planning Commission, reported that the Planning Commission did not act on the David Szymanski Plan as the Township Solicitor, Art Sagnor, advised it is not the right plan.
Ordinance work continues.
Emergency Management
Emergency Management Coordinator, Dave Flad, advised that the Avon Grove Regional Emergency Management will meet on September 14, 2023.
Road Master Report
Township Road Master, Gerry Porter, gave an over view of a zoom meeting he attended with PennDOT, Franklin Township, and London Britain Township regarding the Route 896 road improvement project.
Zoning Report
Township Secretary, Maureen Zdun, reported there were eleven (11) building permits issued in June. There were two (2) single family dwelling building permits issued.
Also, there were thirteen (13) building permits issued in July. There was one (1) single family dwelling building permit issued.
OLD BUSINESS / NEW BUSINESS
Medic 94
Gerry Porter announced that the next Medic 94 meeting will be August 10, 2023.
The meeting was adjourned at 9:00 PM.
