NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
JULY 6, 2023

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Gerry Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.

PUBLIC COMMENT

No public comment on agenda items.

Appointments to the New London Township Zoning Hearing Board

Motion was made by Gerry Porter, seconded by Dale Lauver, to appoint Dave Flad and Rhiannon Sayles to the Zoning Hearing Board as alternate members.  The vote was unanimous.

Village Zoning District

Ken Crossan addressed the Board of Supervisors regarding the current Village District Ordinance.  He states that personally and professionally he has tried to interpret the Township Village zoning requirements for clients and for his property.  At one of the Zoning Hearings, they had a difficult time trying to understand what the Ordinance was saying.  Mr. Crossan states it is his opinion that the ordinance is very difficult to apply to many of the properties in the district.  He has had many conversations with the Township Engineer, Ron Ragan.   Ron suggested that Ken contact the Board of Supervisors to suggest the ordinance be reviewed and evaluated.  Ron also suggested that Ken volunteer to be on a committee to review the ordinance.  Mr. Crossan advised that he would be willing to serve on this committee.

The Board of Supervisors agreed to a committee to help clean up the ordinance.  It was agreed to contact the Township Solicitor, Winnie Sebastian, about forming this committee and if it should be open to the public.

Avon Grove Bull Dogs

The Board of Supervisors approved the Avon Grove Bull Dogs schedule that they requested.  The Board of Supervisors denied their request for a storage shed to be placed on the Township property.

Kathy and Charles Brueninger

New London Township residents Kathy and Charles Breuninger advised the Board of Supervisors about kids riding ATV’s and dirt bikes on the Kirk property.   It is very noisy and they were riding close to their property.   It was agreed that the Township would ask the Pennsylvania State Police to patrol the area.

Regular Meeting Minutes

On a motion made by Gerry Porter, seconded by Dale Lauver, the June 4, 2023 Board of Supervisors Meeting Minutes were approved.  The vote was unanimous.

Treasurer’s Report

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the July 2023 bills were approved for payment and financial reports were accepted.  The vote was unanimous.

STAFF REPORTS

Engineer’s Report

The Township Engineer, Ron Ragan, advised the following:

MS4 – He has not heard anything regarding the Pollutant Reduction Plan and the Total Maximum Daily Load submittal.

PennDOT Stream Restoration Project – Ron has not heard anything after completing an agreement with PennDOT regarding their stream restoration program located at East Nottingham Township.

Stormwater Management – Ron is putting together a note book with all the necessary stormwater management measures that the Township should be following.

Planning Commission

Ron Ragan, Chairman of the Township Planning Commission, reported there are no new subdivisions.  Ordinance work continues.  The Township is waiting to receive the correct David Szymanski plan.

Emergency Management

Emergency Management Coordinator, Dave Flad, advised the reports of a tornado hitting New London Township were determined to be not true.

Road Master Report

Township Road Master, Gerry Porter, reported that School House Road from Pennock Bridge Road to State Road was paved.

Gerry advised that he will be attending a zoom meeting with PennDOT, Franklin Township, and London Britain Township to discuss the 896 Road Project.

The meeting was adjourned at 9:00 PM.
