NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
JUNE 1, 2023

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Gerry Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.

Executive Session
Gerry Porter announced there will be an Executive Session after the Board of Supervisors Meeting.

PUBLIC COMMENT
No public comment on agenda items.

Chickens
Township resident Steve Price sent an email to the Board of Supervisors advising that his neighbor has chickens and roosters again. Mr. Price explained that a previous Agreement had been made with the neighbor to remove the roosters but keep the chickens. The roosters were removed but Mr. Price said they are now back and very noisy. Mr. Price is requesting that the Board of Supervisors have the chickens and roosters removed from the neighbor’s parcel.
It was agreed that the Township will send a letter to Mr. Price’s neighbor advising that they have violated the Agreement and to please remove the chickens and roosters.

David Payne New Avon Grove Library Director
The new Avon Grove Library Director, David Payne introduced himself to the Board of Supervisors. He gave an over view of the library events.

Brady Reisinger Eagle Scout Project
Brady Reisinger is a Boy Scout with Troop 62 based in the Avon Grove area who presented to the Board of Supervisors his potential Eagle Scout Project. He would like to rebuild the batting area next to the New London Township Baseball Field. The Board of Supervisors gave their full support for his project. Gerry Porter signed the Beneficiary Form.

Daniel Parncutt Zoning Hearing
Gerry Porter read the Zoning Hearing Notice for the Daniel Parncutt Zoning Hearing scheduled for Tuesday, June 13, 2023. The Board of Supervisors agreed that they will leave the decision to the Zoning Hearing Board.

Yard Clipper Proposal
Motion was made by Gerry Porter, seconded by Dale Lauver, to approve the proposal from Yard Clipper, dated May 21, 2023, to weed the Township building. The vote was unanimous.

ADMINISTRATIVE ACTIONS

SECRETARY’S REPORT

Regular Meeting Minutes
On a motion made by Dale Lauver, seconded by Gerry Porter, the May 4, 2023 Board of Supervisors Meeting Minutes were approved. The vote was unanimous.

Treasurer’s Report
On a motion made by Gerry Porter, seconded by Dale Lauver, the June 2023 bills were approved for payment and financial reports were accepted. The vote was unanimous.

STAFF REPORTS

Engineer’s Report
The Township Engineer, Ron Ragan, distributed a draft copy of the Pollutant Reduction Plan and the Total Maximum Daily Load Plan to the Board of Supervisors. Mr. Ragan gave an over view of the plan.

Motion was made by Gerry Porter, seconded by Mary Anne Steel, to approve the Pollutant Reduction Plan and Total Maximum Daily Load Plan Draft for submittal to the Environmental Protection Agency for review. The vote was unanimous.

Highway Transfer Program
Motion was made by Gerry Porter, seconded by Dale Lauver, to approve the Resolution No.: 2023-6-1 for the Highway Transfer to turn back one (1) bridge on a previously turned back road. It is resolved by the Board of Supervisors to authorize Maureen Zdun, Township Secretary Treasurer, to execute the Agreement for state route 3022 other wise known as Kelton Pennock Bridge Road. The vote was unanimous.

Planning Commission
Ron Ragan, Chairman of the Township Planning Commission reported there are no new subdivisions. Ordinance work continues.

Zoning Report
Township Secretary, Maureen Zdun, reported there were eight (8) building permits issued in May. There was one (1) single family dwelling building permit issued.

Emergency Management
Emergency Management Coordinator, Dave Flad, advised that there will be no Avon Grove Regional Emergency Management Meetings the next few months. The next meeting is scheduled for September 14, 2023 at 6:30 PM.

Road Master Report
Township Road Master, Gerry Porter, reported that the trees have been trimmed at Mount Hope Road and Oxford Road. The Township road contractor did repair a pot hole on Sunset Lane.
Great Oak Drive paving is completed. School Road is next to be paved.

OLD BUSINESS / NEW BUSINESS

Work has started on the new building.
