NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
June 3, 2025
The New London Township Board of Supervisors Regular Meeting convened at 6:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Mary Anne Steel, Chairperson; Dale Lauver, Vice Chairman; and Dale Yates, Supervisor.
Executive Session
Chairperson, Mary Anne Steel, announced there will be an executive session after the meeting tonight to discuss personnel issues.
Public Comment
There was no public comment.
Village Force Main
The Board of Supervisors reviewed a letter that the Township Solicitor, Vince Pompo, drafted to the Wheatland Farms Home Owners Association. It was agreed that at this time since it is not economically feasible to bring the main to the village to approve the letter and have Vince send the letter.
A motion was made by Dale Lauver, and seconded by Dale Yates, to approve the letter drafted by Vince Pompo to go to the Wheatland Farms Home Owners Association. The vote was unanimous.
The Board of Supervisors approved the First Amendment to the Village Force Main Construction Agreement prepared by Vince Pompo.
A motion was made by Dale Yates, and seconded by Dale Lauver, to approve the First Amendment to the Village Force Main Construction Agreement and to proceed with an accounting of funds spent. The vote was unanimous.
Erin and Josh Stoltzfus No Impact Home Occupation Permit
A motion was made by Dale Lauver, and seconded by Dale Yates, to approve the No Impact Home Occupation Permit for Erin and Josh Stoltzfus. The vote was unanimous.
Avon Grove Bull Dogs Baseball Team Request
The Township received a request from the team inquiring if we could use a drag on the baseball field. It was agreed to have the Park Steward drag the baseball field.
Southern Chester County Emergency Medical Services
Gerry Porter announced that he attended the Southern Chester County Emergency Medical Services open house and, on their behalf, he presented the Board of Supervisors with a thank you gift to acknowledge the Township’s support.
ADMINISTRATIVE ACTIONS
Secretary’s Report
A motion was made by Dale Yates, and seconded by Dale Lauver, to approve the May 6, 2025 Board of Supervisors Regular Meeting Minutes. The vote was unanimous.
Treasurer’s Report
A motion was made by Dale Yates, and seconded by Dale Lauver, to approve the May 2025 Financial Reports and the June 2025 bills to be paid. The vote was unanimous.
ADMINISTRATIVE REPORTS
Engineer’s Report
The New London Township Engineer, Ron Ragan, gave an over view of the MS4 Audit results. Over all the Township did good.
Planning Commission
The New London Township Planning Commission Chairman, Ron Ragan, reported that there are no new subdivisions. He also advised that we received the review letter from the Chester County Planning Commission regarding the Family Farm Related School Ordinance. They have some comments that need to be addressed.
Road Master Report
The New London Township Road Master, Gerry Porter, reported the following:
School Road – A complaint was received about a driveway wash out.
State Road – A small pot hole has been repaired.
Route 896 – The Avon Grove School District reported a hanging branch but it was determined to be in Franklin Township.
Traffic Signal Complaint – We received a letter from PennDOT advising that there was a complaint made regarding the Route 896 and Violet Lane traffic light. Signal Service was contacted to repair.
Camp Bonsul Road Bridge – Construction is progressing nicely.
Kings Row Road Bridge – The bridge remains open as there is a delay with the scheduled repair work.
Zoning Report
Michael Corcoran, the Township Zoning Officer, gave an over view of his meeting with the Township Solicitor, Winne Sebastian, regarding Chuck Bulla’s Zoning Complaint.
Emergency Management
The Township Emergency Management Coordinator, Dave Flad, was not able to attend tonight’s meeting but he reported the following by email:
June 1, 2025 is the start of hurricane season. Expectations are that it will be an active season.
Dave has updated emergency preparedness materials to be distributed. He will drop them off at the Township office.
He explained that the FEMA disaster dollars are still being approved for disaster response clean up. Mitigation monies normally issued after a disaster for mitigation projects to improve response / minimize impacts for similar future events are not being approved. He suggested the Township may want to consider starting to put aside some funds each year.
He attended the quarterly Emergency Management Committee meeting with the Chester County Department of Emergency Services, a Pennsylvania Emergency Management Association Regional Meeting, and several PSATS webinars.
Property and Building
New London Township Park
It was mentioned that there appears to be a leak with the fountain at the park. A plumber is coming out to take a look at it.
