NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
MAY 4,2023

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present:
Gerry Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.

PUBLIC COMMENT

No public comment on agenda items.

Kerrianne Jones – Lewisville Road Speeding Concerns Township resident, Kerrianne Jones, addressed the Board of Supervisors about her concerns with the speeding on Lewisville Road. It was agreed that the Township will call the Pennsylvania State Police and ask them if they could put some extra patrol cars in the area.

Thunder Hill Lot 64
Barbara DePaul advised the Board of Supervisors that she lives next door to an empty lot that was supposed to be used as an easement in the Thunder Hill Subdivision. Mrs. DePaul and her husband have taken care of the maintenance of this lot since she has lived there. She would like to make this easement part of her property. Township Engineer, Ron Ragan, reviewed the subdivision plan and said he doesn’t see any reason, that if the easement is owned by the
Township, that the Township would need to keep the easement. It was agreed to contact the Township Solicitor, Winnie Sebastian, regarding the easement and the next steps regarding this
process.

Regulation of Vegetation Ordinance Review
Planning Commission Chairman, Ron Ragan, announced this Ordinance will be ready to review at the next Board of Supervisors Meeting.

Kirk Property – Addendum to the Agreement of Sale
There was some discussion regarding the Addendum to the Agreement of Sale.

Motion was made by Gerry Porter, seconded by Dale Lauver, to add to the Addendum to the Agreement of Sale for the Seller to remove the fifty five (55) gallon drum of oil located in the silo as noted on the Phase I Report from Brownfield Science and Technology, Inc. The vote was unanimous.

Resolution Number 2023-5-1
Motion was made by Gerry Porter, seconded by Mary Anne Steel, to approve Resolution Number 2023-5-1 authorizing the purchase of the Kirk Property located at 2034 Newark Road, Lincoln University, PA 19352. The vote was unanimous.

ADMINISTRATIVE ACTIONS

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the April 6, 2023 Board of Supervisors Meeting Minutes were approved. Dale Lauver abstained from voting.

Treasurer’s Report
On a motion made by Gerry Porter, seconded by Dale Lauver, the May 2023 bills were approved for payment and financial reports were accepted. The vote was unanimous.

STAFF REPORTS

Engineer’s Report
The Township Engineer, Ron Ragan, gave an explanation of the PennDOT Stream Restoration Project located in East Nottingham Township. PennDOT is selling off pollutant load pounds.
We will need about 40,000 pounds to fulfil the Chesapeake Bay Water Shed side of the Township. Ron advised that the Township Solicitor, Winnie Sebastian, is working on the Agreement.

Planning Commission
Ron Ragan reported there are no new subdivisions. Ordinance work continues. The Stormwater Management Ordinance will be completed to adopt by the next meeting.

Zoning Report
Township Secretary, Maureen Zdun, reported there were three (3) building permits issued in April. There were no single family dwelling building permits issued.

Emergency Management
Emergency Management Coordinator, Dave Flad, advised that the old antenna was removed from the Township building and the new antenna was put up. The antenna is ready to go.

OLD BUSINESS/ NEW BUSINESS

260 Church Road Lincoln University, PA 19352
Chuck Hammond, Realtor for the owner of the property, inquired why the Township will not let a Buyer build on the property. Mr. Hammond was advised that after review by the Township
Zoning Officer, Richard Hicks, and the Township Solicitor, Winnie Sebastian, it was their opinion that the lot is unbuildable based on the Township Ordinance. The Buyer can request relief from the Township Zoning Hearing Board to move forward with the lot.

Pennock Road Bridge
Ron Ragan is waiting to hear from PennDOT.

Road Master Report
A hidden driveway sign was installed on Saginaw Road. Paving is to be started on Great Oak Drive.

Medic94
Gerry Porter reported the plans are being finalized for the new station.

The meeting was adjourned at 8:50 PM.
