WORK MEETING MINUTES

April 16, 2008

The New London Township Board of Supervisors Work Meeting convened at 7:30 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Chairman, Dale Lauver; Vice Chairman, Robert Barto; Member, Gerard Porter. 

PUBLIC COMMENT ON AGENDA ITEMS

There were no public comments on the Agenda.

ADMINISTRATIVE ACTIONS/PRESENTATIONS

West Avondale Road Bridge

Road Master, Jack Arrell reported that he would like the Board’s concurrence to do some repairs to the bridge with replacement taking place at a later date.  The west side bridge support is washing out which is creating a ponding situation.  Jack would like to get an emergency permit in order to put quarry stone under the bridge support.  He would like to have approval from the Board to have any engineering firm start to design for replacement.  Mr. Arrell also stated that the first sharp turn on Saginaw Road heading west from Route 896, there are issues with the stream washing out the banks close to the cartway.  Jack would like approval to obtain an emergency permit to begin work on two separate areas on Saginaw Road.  He suggested that the bank be built out which would also help with the bend in the road.  Township Engineer, Ron Ragan suggested yearly inspections to streams that are close to roads to check for downed trees which may alter the flow of the stream.  The Board was in agreement that the work should begin.  Mr. Arrell suggested that the Board consider a program similar to PennDOT’s Adopt-A-Road Program where volunteers will work to pick up trash along roads in the Township.  In return, a sign would be erected thanking the volunteer organization or business for keeping the roads clean.  The Board gave approval for trees to be removed for the Route 896 and Oxford Road/Olympia intersection improvement.

4-Way Stop Signs – Havenstone Subdivision

Randy Geis, a homeowner and HOA Board Member in the Havenstone Subdivision is requesting 2 multi-way stop signs in Havenstone.  The Board agreed to install the stop signs with the Havenstone HOA to reimburse the Township.  Stop bars will also be installed. 

Carreira Final Minor Subdivision Plan

On a motion by Dale Lauver, seconded by Gerry Porter, the Carreira Final Minor Subdivision Plan dated January 11, 2008, latest revision March 11, 2008 was approved.  The vote was unanimous.

New London Ventures Extension Letter

On a motion by Bob Barto, seconded by Gerry Porter, a letter of extension until June 16, 2008 for New London Ventures was approved.  The vote was unanimous.

Marshall Subdivision Extension Letter

On a motion by Bob Barto, seconded by Gerry Porter, a letter of extension until July 31, 2008 for New London Ventures was approved.  The vote was unanimous.

Minutes

On a motion by Bob Barto, seconded by Gerry Porter, the March 19, 2008 Work Meeting Minutes were approved as written, and the vote was unanimous.

New Business

Dale Lauver requested that the speed hump on Thunder Hill be checked to have it milled down.

The meeting adjourned at 9:45 PM.
