NEW LONDON TOWNSHIP BOARD OF SUPERVISORS WORK MEETING MINUTES
April 21, 2010
The New London Township Board of Supervisors Work Meeting convened at 7:35 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Dale Lauver; Vice Chairman, Robert Barto; and Member, Gerard Porter.

SCHEDULED ACTION/PRESENTATION TOPICS New London Ventures – Preliminary Final Subdivision Plan
A proposed Resolution was discussed granting New London Ventures a 3 year extension with conditional approval. Sewer issues need to be resolved and issue with PennDOT. Whatever PennDOT is asking for cannot burden New London Township. On a Motion made by Bob Barto to adopt Resolution 2010-4-1, seconded by Gerry Porter, the Resolution was adopted. The vote was unanimous.
Conard Mill Road Bridge Repair
Ron Ragan advised that a General Permit II (GPII) for culvert replacement needed to be filed. Ron discussed what repairs need to be done and in a few years, the permanent fix will take place. Traffic will be limited to local traffic that has no other way to travel. The road will not be barricaded completely. Ron advised he is waiting for the bog turtle clearance on the GP II before work can begin. PennDOT doesn’t need to approve the detour. It must be noticed in the newspaper and schools, fire companies, ambulance and emergency services need to be notified. On a Motion made by Dale Lauver, seconded by Bob Barto, Resolution No. 2010-4-2 was adopted. The vote was unanimous.
Bob Smith Invoices
Bob Smith submitted 3 invoices for payment: Invoice No. 5 in the amount of $67,684.50, No. 6 in the amount of $10,913.60 and No. 7 in the amount of $16,222.20. On a Motion made by Dale Lauver, seconded by Gerry Porter, the invoices were approved for payment. The vote was unanimous.
CMSE, Inc. Invoice
CMSE, Inc. submitted an invoice in the amount of $5973.26 for work completed. On a Motion made by Dale Lauver, seconded by Bob Barto, the invoice was approved for payment. The vote was unanimous.
Minutes
On a Motion made by Dale Lauver, seconded by Bob Barto, the 3-17-10 BOS Work Minutes were approved. The vote was unanimous.
OLD/NEW BUSINESS
Ron Ragan reported that the Township needs to get a permit to have waters discharged into the waters of the Commonwealth. The Township needs to report to DEP and EPA regarding people discharging illicitly. There is a potential that utility shed can be an issue. They used to provide protocol, now they just give you objectives and the Township has to tell them how they’re going to meet the objective. Ron advised that New London Township’s outfall interpretation also should include roadside gutters. Ron said that we need to compare the outline to the current ordinance, designate a Township point of contact. Ron asked for authorization to find out more about it to see if the Township would like to actively participate and the BOS agreed. New London Township needs an ordinance that states what can and can’t be put into the stormwater system. The new ordinance would go into Chapter 5, not subject to 247 review since it is not part of Zoning or SLDO. Dale Lauver wants this MS4 to be put together with the other 3 ordinances for advertising purposes. Ron advised that if there’s an illicit discharge to the road, that constitutes an outfall and the Township is responsible. Ron stated that with respect to the MS4, the ordinance needs to be done asap, an annual report needs to be filed in June and in the summer, write protocols to go into the permit in fall. With respect to Act 167, it is up to the Township to participate as much or as little as we want. At the very least, a comparison needs to be done and a point of contact designated. The Board of Supervisors would like Ron to move forward on all of the above.
Justin Sabol – 204 E. Dorothy’s Way
Mr. Sabol has called the Township office several times regarding the “lack of curb” near his house and as a result he experiences erosion problems and cannot establish grass because it continually washes away. It was discussed among the BOS and it was agreed that a 6’ swath be cut out and it be sodded and tacked down. Tree trimming was also talked about. Also work to be done by the Road Master on Pennock Bridge, Kirks Mill, Mt. Hope and in Londonshire.
West Avondale Rd. Bridge
Ron advised that he is still waiting to hear. Bids are coming in.
Brackin/FEMA
Gerry Porter asked Ron whether there are any updates and Ron advised that the packet has been into FEMA for about a week or so, so it is in process.
2009/2010 Snow Assistance – PEMA
All applications must be in by 5/15/10. Designation of Agent Resolution (Resolution No. 2010-4-3 has been conditionally adopted by the BOS. The meeting adjourned at 9:40 PM.
