NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

WORK MEETING MINUTES

May 21, 2008

The New London Township Board of Supervisors Work Meeting convened at 7:40 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Chairman, Dale Lauver; Vice Chairman, Robert Barto; Member, Gerard Porter. 

PUBLIC COMMENT ON AGENDA ITEMS

There were no public comments on the Agenda.

ADMINISTRATIVE ACTIONS/PRESENTATIONS

Jack Wuerstle, Harkins Subdivision

Jack Wuerstle explained that Harkins put up a Letter of Credit last year which mistakenly did not get renewed and therefore has expired.  Harkins has offered to put the Letter of Credit back in place but has not heard what Brian Campbell’s intent is regarding the issue.  Brian Campbell will need to state whether he will proceed on his own or will accept Harkins back into the sewer project.  Gerry Porter read an email dated 5/20/08 from Spence Andress in which it states that Brian Campbell desires to proceed without Harkins and Cox included in the sewer project.  Ron Ragan, with approval from the Board of Supervisors, spoke with Brian Campbell to gather info on a feasibility study to proceed with supplying the sewage system for the Village in the Township and the Wheatland Farms Subdivision.  Mr. Ragan stated that the status of the sewer agreement needs to be decided by the lawyers for all parties.  Jack Wuerstle will set up a meeting with the lawyers for all parties, Mr. Ragan and any Board members who would like to attend.

David Brackin, FEMA Maps

Mr. Brackin attended a meeting previously regarding the FEMA maps that designated part of his property on Kings Row in the flood plain.  It is believed that the FEMA Maps contain errors.  East Nottingham pursued the errors and has received new maps from FEMA with corrections.  Ron Ragan suggested FEMA ask if their technical contractor will look at errors in New London Township.  The Board authorized Mr. Ragan to proceed to work towards errors being corrected on the maps for New London Township.

Logue Subdivision Extension

On a motion by Bob Barto, seconded by Gerry Porter, the Logue Subdivision Plan dated February 28, 2008, latest revision April 8, 2008 was extended until August 7, 2008.  The vote was unanimous.

Appointment of Roxanna Schroll

On a motion by Dale Lauver, seconded by Bob Barto, Roxanna Schroll was appointed Clerk to the Secretary, with main responsibility being tax collection.  The vote was unanimous.

Minutes

On a motion by Bob Barto, seconded by Gerry Porter, the April 16, 2008 Work Meeting Minutes were approved as written, and the vote was unanimous.

Old Business

Road Master, Jack Arrell reported that he needed to obtain an emergency permit from DEP to perform work on Saginaw Road.  He also obtained an emergency permit for work to be performed on the West Avondale Road Bridge.  The abutment base for the bridge will be shored up as a temporary measure and will be replaced at a later date.  Mr. Arrell asked the Board for their thoughts on the salt shed.  The shed is owned by a third party who requests an increase in the rent.  The other option would be to purchase the shed along with the property.  The Board authorized Jack Arrell to negotiate rent with intent to purchase the salt shed.
