NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
WORK MEETING MINUTES
January 21, 2025
The New London Township Board of Supervisors Meeting convened at 6:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Mary Anne Steel, Chairperson; Dale Lauver, Vice Chairman; and Dale Yates, Supervisor. Also present were the New London Township Planning Commission Members, Ron Ragan, Chairman; David Schupp, Vice Chairman; Charlie Humkey, Member; and Rhiannon Sayles, Member. Ken Crosssan, Chairman of the New London Village Task Force was also present. Gerry Porter, Road Master and Martha Straus, Landscape Consultant were present via zoom.
PUBLIC COMMENT
There was no public comment on agenda items.
Minutes
A motion was made by Dale Yates, seconded by Dale Lauver, to approve the November 20, 2024 Board of Supervisors Work Meeting Minutes. The vote was unanimous.
Township Properties
After review of the plans and information presented by Ron Ragan, Township Engineer, and members of the Planning Commission and Village Task Force, discussion occurred and the following actions were taken:
815 West Avondale Road – It was agreed to retain the lot as part of the New London Township Park and to demolish the house.
A motion was made by Dale Lauver, seconded by Dale Yates, to demolish the house at 815 West Avondale Road. The vote was unanimous.
835 West Avondale Road – It was discussed at length as to whether or not to keep the land, or subdivide the home and one (1) acre and use the proceeds for Phase 2 of the park. It was also discussed to use the residence as part of compensation to a full time Park Steward. It was agreed that further action on this property would be tabled until such time as Ron Ragan could provide a subdivision sketch for review to give clarity as to how it would impact the park property. Martha Straus mentioned the need to consider Phase 2 of the park relative to sidewalks on West Avondale Road and other trail connections.
Dave Schupp commented on the need to move the park equipment and supplies from the two (2) properties on West Avondale Road to the barn on the Farrell portion of the park. Dave also suggested that the subdivision of 835 West Avondale Road should include a portion of the flag lot next door.
2034 Newark Road – The Planning Commission recommendation was to sell the property for use as a residence, home occupation, or cottage industry use rather than agricultural to keep with in the character of the Village and to retain the majority of the land for use as open space and MS4 stormwater uses. After review of the options and discussion of the Act 319 Tax roll back consequences, it was decided that working with in the County requirement of netting no more than 1.8 acres, which would allow for approximately a 2 acre parcel of land to be subdivided without triggering the roll back on the entire property, only on the subdivided parcel would make the most sense.
A motion was made by Dale Yates, seconded by Dale Lauver, to prepare a subdivision plan with net acreage of no more than 1.8 acres. The vote was unanimous.
OLD / NEW BUSINESS
Camp Bonsul Road Bridge
The Township Road Master, Gerry Porter, gave an up date on the Camp Bonsul Road Bridge.
Christian Life Center
Ron Ragan recommended to the Board of Supervisors that the Township give a donation to the Christian Life Center for the Big Yellow Mug and their support of the tree lighting ceremony for the past two (2) years.
A motion was made by Dale Yates, seconded by Dale Lauver, to donate $ 300.00 to the Christian Life Center specifically for the Big Yellow Mug as a thank you from New London Township. The vote was unanimous.
The meeting was adjourned at 8:00 PM.
