WORK MEETING MINUTES

September 17, 2008

The New London Township Board of Supervisors Work Meeting convened at 7:30 PM at the New London Township Building, New London, PA.  The following Supervisors were present:   Chairman, Dale Lauver; Vice Chairman, Robert Barto; Member, Gerard Porter. 

Secretary’s Report

On a motion made by Gerry Porter, seconded by Bob Barto, the August 20, 2008 Board of Supervisors Work Meeting Minutes were approved.  The vote was unanimous.

SCHEDULED ACTION/PRESENTATION TOPICS

Traffic Issues

Dale Lauver talked about the Earned Income Tax being in place mainly for road improvements and maintenance.  Dale turned the meeting over to Bob Barto who explained the reason for the meeting.  He gave an overview of the Route 896 Committee Task Force work and also explained the Act 209, Impact Fees.  Bob also relayed information to residents about Pennsylvania’s Traffic Calming Handbook.  Gerry Porter spoke in more depth regarding the Act 209, Impact Fee regulations.  Dale Lauver introduced State Police Corporal Kevin Creighton from the Avondale Barracks.  Corporal Creighton reported to the residents how many troopers are in the barracks and their responsibilities.

Additional speakers included:  Natasha Goguts from the Chester County Planning Commission, Jack Arrell, Township Road Master and Jack Weber of the Road Enhancement Committee.

The floor was opened for public comment.  Numerous residents spoke.  The major complaint was vehicles exceeding the speed limit. 

The Board will explore what can be done to address the residents’ complaints.
