February 27, 2020 Planning Commission Regular Meeting Minutes

NLT PLANNING COMMISSION MINUTES FOR 2/27/20

The New London Township Planning Commission Meeting opened at 7:00 PM. Present were: Ron Ragan, Chairman; Mary Anne Steel, Vice Chairman; and Members,  Martha Straus, Charlie Humkey, and Lynn Klingensmith. The Minutes were recorded by Maureen Zdun.

Public Comment

There was no public comment.

Minutes

A Motion was made by Mary Anne Steel, and seconded by Lynn Klingensmith, to approve the January 8, 2020 Regular Meeting Minutes with correcting the word “Planningh” to “Planning” and changing homeowners to one word. The vote was unanimous.

A Motion was made by Mary Anne Steel, and seconded by Martha Straus, to approve the January 30, 2020 Work Meeting Minutes. Charlie Humkey and Lynn Klingensmith abstained from voting.

Comprehensive Plan

Township Consultant, David Sweet, distributed an outline regarding the New London Township Comprehensive Plan Update dated February 27, 2020. The Planning Commission reviewed the outline. Mr. Ragan asked Mr. Sweet if we missed the cut off date for the Vision Grant.

Mr. Sweet replied that we did miss the first part and that Round 2 opens on June 22, 2020.

Mr. Sweet suggested that the Planning Commission may want to consider hiring the Brandywine Conservancy to help with the Comprehensive Plan. There was some discussion.

Landscape Ordinance

Township Consultant, David Sweet, advised that he and Martha Straus have been reviewing some good examples of Landscape Ordinances from other Townships. A discussion followed about keeping street trees out of the Township right of way. It was agreed that there will have to be landscape easement language in the Ordinance.

Intensive Agriculture

Township Consultant, David Sweet, distributed a copy of the London Grove Township Intensive Agriculture Ordinance to be viewed as a sample. There was some discussion regarding the Ordinance.
