NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES August 4, 2022

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:   Dale Lauver, Vice Chairman and Mary Anne Steel, Supervisor.  Gerry Porter, Chairman, was not present.

PUBLIC COMMENT

There was no public comment on Agenda items.

Avon Grove Bull Dogs

Mike Hodgins, coach for the Bull Dogs had some requests.  They would like to use the Township Baseball Field four (4) week nights, Monday through Thursday, and Sundays from August to November then March to July, they would like to get a shed and, improve the batting cage and add a bull pen, and have a pitcher warm up area.

Joseph Peters – No Impact Home Occupation
A Motion was made by Dale Lauver, seconded by Mary Anne Steel, to accept Joseph Peter’s No Impact Home Occupation Permit for a gun smithing business.  The vote was unanimous.

Resolution No:  2022-8-1 Disposition of Records

Motion was made by Mary Anne Steel, seconded by Dale Lauver, to approve Resolution No:  2022-8-1 for the Disposition of Records.  The vote was unanimous.

Southern Chester County Emergency Medical Services

Motion was made by Dale Lauver, seconded by Mary Anne Steel, to pay additional funds to Southern Chester County Emergency Medical Services.

SECRETARY’S REPORT

Regular Meeting Minutes

The July 7, 2022 Board of Supervisor’s Minutes were tabled to the next meeting.

Treasurer’s Report

On a motion by Dale Lauver, seconded by Mary Anne Steel, the August bills were approved for payment and the financial reports were approved as presented.  The vote was unanimous.

STAFF REPORTS

Planning Commission

Planning Commission Chairman, Ron Ragan, sent a written report.

No new or ongoing subdivision or land development plans.

Ron has provided the Board of Supervisors and the Planning Commission with a Ragan Engineering marked up version of the Chester County Water Resources model Stormwater Ordinance.  The Township needs to adopt this ordinance by the end of 2022.  The Board of Supervisors, Planning Commission, and Ron Ragan will need to set a time to get together to discuss at a Board of Supervisors or Planning Commission Workshop Meeting.

Updates to the ordinances that have been sitting since Covid are slowly progressing.

The new Landscape Ordinance is also moving forward slowly.

Engineer’s Report

New London Township Engineer, Ron Ragan, sent a written report.

Ron met with the Township Road Contractor, Mike Harlan, to visit the drainage complaints.  He will address.

A new draft Stormwater Ordinance was distributed.  We need to have a meeting to discuss.

Ron sent an email to PennDOT about participating in the stream restoration project in the Big Elk Creek watershed.  He is awaiting a response.

Ron contacted PennDOT’s contractor on the Big Elk Creek project to see if we can create a project for some of the neighboring municipalities in the White Clay Creek watershed.

Emergency Management

The New London Township Emergency Management Coordinator, Dave Flad, advised that the Pennsylvania Emergency Management Association issued new rules on certifications and training requirements for Emergency Management Coordinators and Municipal officials.

Zoning Permit

The New London Township Zoning Officer, Trish Fagan, reported that nine (9) building permits were issued in July.  There were four (4) Use and Occupancy Permits issued.
