NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES AUGUST 6, 2024

The New London Township Board of Supervisors Regular Meeting convened at 6:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Mary Anne Steel, Chairperson; Dale Lauver, Vice Chairman; and Dale Yates, Supervisor.

Chairperson Mary Anne Steel, announced that there would be an executive session after tonight’s meeting regarding personnel issues.

PUBLIC COMMENT

No public comment on agenda items.

PennDOT Turn Back Agreement

Chairperson, Mary Anne Steel, gave a bit of history on why the Township is taking over the bridge. Supervisor, Dale Lauver, stated it will be a few months before we hear from PennDOT. Supervisor, Dale Yates, asked if we could get started on the engineering part now, to save time. Dale Lauver said that the target construction date will possibly be next summer. Mary Anne Steel advised that the permit will be the longest delay. It takes longer than the actual construction. It was mentioned that PennDOT is requiring that a new Resolution be adopted to allow Mary Anne Steel to sign the Agreement.

A motion was made by Dale Yates, seconded by Dale Lauver, to adopt the Resolution appointing Mary Anne Steel to sign the PennDOT Turn Back Agreement. The vote was unanimous.

Wheatland Farms Force Main Agreement

The Township Solicitor, Vince Pompo, was present at the meeting for the vote on the Agreement. Mr. Pompo said he will take questions from the audience. There were no questions. The purpose of this Agreement is to set up dedication of the existing waste water treatment plant to the Township. There was some discussion on a planning study to extend the forced main, if feasible, to the Township Village for service. The force main construction can take two to three years. Dale Lauver stated that he would like a public copy of the Agreement available at the Township Office.

A motion was made by Dale Yates, seconded by Dale Lauver, to approve the Wheatland Farms Force Main Agreement. The vote was unanimous.

New London Township Village District Task Force

Chairperson, Mary Anne Steel, referred to an email the Board of Supervisors received from Ken Crossan. Mr. Crossan is seeking the Board of Supervisor’s approval to have the Village Zoning Task Force proceed with changes to the Village District Ordinance.

A motion was made by Dale Lauver, seconded by Dale Yates, to have the Village District Task Force move forward with changes to the Village District Ordinance.

Right To Know Procedure

Chairperson, Mary Anne Steel, made mention that the Township will need to establish a Right to Know policy.  If the Township does not we could be obligated to provide documents to anonymous requestors. Township Roadmaster, Gerry Porter, advised this is similar to the Zoning policy that does not accept anonymous zoning complaints. Supervisor, Dale Lauver, said the Township Secretary should check with PSATS regarding a pre-made policy.

A motion was made by Dale Lauver, seconded by Dale Yates, to have Maureen Zdun, the Township Secretary, find Right to Know sample policies for the Board of Supervisors to review. The vote was unanimous.

Avon Grove Bull Dogs Schedule

On a Motion made by Dale Lauver, seconded by Dale Yates, it was agreed to allow the Avon Grove Bull Dogs to use the Township Baseball Field 5:00 PM to Dusk from August 19, 2024 to October 31, 2024, free of charge, in exchange that they maintain the field. The vote was unanimous.

ADMINISTRATIVE ACTIONS

SECRETARY’S REPORT

Regular Meeting Minutes

Motion was made by Dale Lauver, seconded by Dale Yates to approve the July 2, 2024 Board of Supervisors Meeting Minutes. The vote was unanimous.

Treasurer’s Report

Motion was made by Dale Yates, seconded by Dale Lauver, to approve the August 2024 bills for payment and financial reports were accepted.  The vote was unanimous.

ADMINISTRATIVE REPORTS

Planning Commission

Dave Schupp, Vice Chairman of the Township Planning Commission, advised that work continues on the Omnibus Ordinance Draft. They also reviewed the Anthony Borreggine Subdivision Plan.

Road Master Report

Gerry Porter, the Township Road Master reported the following:

Camp Bonsul Road – A tree that was in danger of falling, was removed.

State Road – There is a tree past Reds Lane that is lying on the wires. PECO was notified.

Walnut Glen Road Bridge – The Township Road Contractor, Harlan Construction, inspected the area and agreed there was no void there.

Emergency Management

The Township Emergency Management Coordinator, Dave Flad, reported that there is predicted another round of severe weather for the area.  He said we got through the last storm with very little issues.  Any threats to life or property are to be reported through 9 1 1.

Dave also reported that there will be quarterly training with the County on August 27, 2024.

AGREM received a $ 20,000.00 grant for operation and expansion of the AGREM 1670 AM

Radio station.  This grant came from the State Representatives Committa and Kane.

Zoning Report

Township Secretary, Maureen Zdun, reported there were nine (9) building permits issued in July.  There was one (1) single family dwelling building permit issued

OLD / NEW BUSINESS

Township Office Computer Security

Township Secretary, Maureen Zdun, advised the Board of Supervisors what security precautions are being taken to avoid the system being compromised. Emergency Management Coordinator, Dave Flad, will research further information.
