The New London Township Board of Supervisors Work meeting convened at 6:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Mary Anne Steel, Chairperson; Dale Lauver, Vice Chairman; and Dale Yates, Supervisor.
PUBLIC COMMENT
There was no public comment on Agenda items.
2025 Budget Approval
A motion was made by Dale Lauver, seconded by Dale Yates, to approve the 2025 New London Township Budget. The vote was unanimous.
Planning Commission Secretary Recording of Minutes
Mary Anne Steel, Chairperson of the Board of Supervisors, was told by the Township Solicitor, Winnie Sebastian, a secretary must be present at the Planning Commission Meeting. A recording is not viable. She also advised that if the meeting minutes are recorded then the recording must be made public.
Ordinance Amendment Approval
Ron Ragan, Planning Commission Chairman, advised the Board of Supervisors of the amended changes.
A motion was made by Dale Yates, seconded by Dale Lauver, to send the revised
Chapter 1, Chapter 2, Chapter 4 and the amended Zoning Map to the Chester County Planning Commission in accordance with Act 247. The vote was unanimous.
SECRETARY’S REPORT:
Regular Meeting Minutes
On a motion made by Dale Lauver, seconded by Dale Yates, the November 5, 2024 Regular Meeting Minutes were approved. The vote was unanimous.
Treasurer’s Report
On a motion made by Dale Yates, seconded by Dale Lauver the December bills were approved for payment and the financials were approved as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
The Ordinance Amendments were already discussed.
Engineer’s Report
MS4 – Ron Ragan, Township Engineer, had a meeting with REF regarding the Penn DOT stream remediation project and about purchasing credits. There are no extra load credits to sell at the project located at the old Loch Nairn Golf Course. There may be 350,000 pounds available at the project located on the Saint Anthony Church property that New London Township may be able to purchase at $10.41 per pound.
NPDES Permit – Was just filed for the Township Park.
Road Master Report
Gerry Porter, Township Roadmaster reported the following:
Camp Bonsul Bridge – Work is in progress. The West Grove Fire Company confirmed the height will allow for emergency vehicles.
Kings Row Road Bridge – The county confirmed the detour for the Kings Row Road Bridge is going to be Route 472 to State Road to Thunder Hill Road.
Saginaw Road – Replaced a stop ahead sign.
Route 896 – There have been no updates.
Zoning Report
Maureen Zdun, the Township Secretary, reported there were three (3) permits issued for November. No single family dwellings were issued.
Michael Corcoran, the Township Zoning Officer, advised the Board of Supervisors that a Zoning Complaint was received regarding a property located on Reds Lane. He did speak with the resident about the concerns.
Emergency Management
The Township Emergency Management Coordinator, Dave Flad was not able to attend the meeting but reported the following:
He plans to attend the Hazard Mitigation meeting on January 13, 2025.
Dave attended the DES November meeting. There was a broad overview of plans and activities of the overall DES plans, and updates on improvements to the Annual Emergency Operation Plan reviews and documentation.
The AGREM group will be relocating some materials from the upstairs AGREM room to a new location at the Medic 94 building. The room won’t be used for AGREM’s regular meeting but will still be maintained as the New London Township EOC.
OLD/NEW BUSINESS
Kirk Farms Property
Chairperson, Mary Anne Steel said the Township Solicitor, Winnie Sebastian, will check the pending Ordinance doctrine to see whether the Township will have to wait until the Amended Ordinance is adopted to subdivide and sell the house. It was agreed to have the Township Engineer, Ron Ragan, work on some subdivision samples. Road Master, Gerry Porter, received permission to have trees removed from the property.
Planning Commission Terms
Mary Anne Steel, Chairperson, inquired as to whether the new member who is replacing Martha Straus will have a new term or just finish out the existing term. Township Secretary, Maureen Zdun, confirmed that the existing term will be finished out.
Big Elk Creek Park
There was some discussion regarding the Big Elk Creek Park.
