NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES February 2, 2023

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the
New London Township Building, New London, PA. The following Supervisors were present:
Gerry Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.
PUBLIC COMMENT
No public comment on agenda items.
Lieutenant Daniel Steele – Pennsylvania State Police
Lieutenant Daniel Steele of the Pennsylvania State Police gave an over view of the calls of
service and criminal offenses for New London Township. Lieutenant Steele commended the
Board of Supervisors regarding the installation of the four (4) way stop sign at State Road and
West Avondale Road. He stated there have been fewer accidents since the signs were installed
Heather O’Connor – No Impact Home Occupation Permit
A motion was made by Dale Lauver, seconded by Mary Anne Steel, to approve the No Impact
Home Occupation Permit of Heather O’Connor for an on line editing and writing services
business. The vote was unanimous.
ADMINISTRATIVE ACTIONS
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion made by Dale Lauver, seconded by Mary Anne Steel, the January 3, 2023 Board of
Supervisors Meeting Minutes were approved. The vote was unanimous.
Treasurer’s Report
On a motion made by Gerry Porter, seconded by Dale Lauver, the February, 2023 bills were
approved for payment and financial reports were accepted. The vote was unanimous.
STAFF REPORTS
Engineer’s Report
The Township Engineer, Ron Ragan, toured the sight of the East Nottingham PennDOT
pollution reduction project. He gave an over view of the tour. Ron suggested that we have the
Township Solicitor, Winnie Sebastian attend the Board of Supervisor’s Work Meeting to further
discuss the MS4 project and the Stormwater Management Ordinance.
Pennock Road Bridge
Ron advised that he spoke to PennDOT and they will need a lump sum estimate of the work to
be done. He will send that over to PennDOT.

Planning Commission
Ron Ragan reported the following:
John Price and Stephania Price Final Subdivision – waiting to receive the Chester County
Planning Commission’s review letter.
Thunder Hill Meadows Final Subdivision Plan – it was recommended to remove the building
from the plans.
Ron advised work continues on the Ordinances.
Emergency Management
The Township Emergency Managements Coordinator, Dave Flad, sent a report with the
following information:
AGREM is in the process of changing their website to make it mobile friendly.
Dave is working on updating the New London Township Emergency Operations Plan and the
companion NARM Resource Manual. The revisions will be sent to the supervisors for review
ahead of the March Board of Supervisors Meeting.
The two (2) P – 2 radios designated for New London Township Public Works are still in the
hands of the DES.
The new DES is requesting a list of the names and contact details for every Home Owner’s
Association in the Township. This is something I want to include in our NARM.
I am working with FreCom to finalize the quote for the New London Township portion of the
expenses to replace and secure the antenna cabling and antenna on the Township building. The
material, labor, and lift rental will be paid for by the Township. The antenna expenses have
already been paid for the AGREM mobile / base radio that will be put in the AGREM room. The
finished installation will have all new cables, lightning protection, and antenna mounted.
The new Community Out Reach Coordinator at DES is Kevin Beck.
The new Director of Emergency Services, Warren Bill Messerschmidt, will start
February 13, 2023.
Zoning Report
Township Secretary, Maureen Zdun, reported there were four (4) building permits issued in
January. There were no single family dwelling building permits issued.

OLD BUSINESS / NEW BUSINESS
Elected Auditors
Dale Lauver made mention that the Township will not be listing auditors with voter services.
The Township is going to be looking for a CPA firm.
New London Township Clean Up Day
Dave Shirey announced that the 2023 Clean Up day will be Saturday, April 1, 2023. He will
modify the advertising signs.
Gerry Porter announced that after this meeting the Board of Supervisors are going to have an
Executive Session to discuss a possible acquisition.
