NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
JULY 2, 2024
The New London Township Board of Supervisors Regular Meeting convened at 6:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Mary Anne Steel, Chairperson; Dale Lauver, Vice Chairman: and Dale Yates, Supervisor.
PUBLIC COMMENT
No public comment on agenda items.
Pat McKeon Avon Grove Library
Pan McKeon of the Avon Grove Library presented the library’s annual report. The library usage statistics have all increased. The library will be celebrating their 150 th Anniversary on November 16, 2024.
MS4 Kirk Farm Property Stream Restoration Project
Township Engineer, Ron Ragan, advised after the TMDL Plan was submitted to the DEP they had three comments that need to be addressed. The Board of Supervisors agreed for Mr. Ragan to submit his answers.
Pennock Bridge Road Bridge
Chairperson, Mary Anne Steel, advised that the Township Solicitor, Winnie Sebastian, recommends that the Board of Supervisors move forward with the PennDOT Turn Back Agreement. Township Engineer, Ron Ragan, confirmed that the route number listed is correct. The Worker Protection Form should have New London Township listed as the contractor.
Wheatland Farms Public Meeting
Mary Anne Steel announced that there will be a Wheatland Farms Public Meeting held here at the New London Township Building at 6:00 PM on July 15, 2024.
Definitions Ordinance Draft
A Motion was made by Dale Lauver, seconded by Dale Yates, to submit the Definitions Ordinance to the Chester County Planning Commission for review according to Act 247.
The vote was unanimous.
Proposed Zoning Map Amendment
The Township Planning Commission Chairman, Ron Ragan, distributed a copy of the proposed Zoning Map Amendment dated July 2024. Ron suggested removing the Kirk Farm Property from the New London Village District and designate the property as R 1. He then suggested to potentially add another 40 acre property owned by the Avon Grove School District to the Village District for high density development.
The Board of Supervisors agreed with Mr. Ragan and recommended that he proceed with the Zoning Map Amendment.
ADMINISTRATIVE ACTIONS
SECRETARY’S REPORT
Regular Meeting Minutes
Motion was made by Mary Anne Steel, seconded by Dale Yates, to approve the June 4, 2024 Board of Supervisors Meeting Minutes. Dale Lauver abstained from voting.
Treasurer’s Report
Motion was made by Dale Yates, seconded by Dale Lauver, to approve the July 2024 bills for payment and financial reports were accepted. The vote was unanimous.
ADMINISTRATIVE REPORTS
Engineer’s Report
Township Engineer, Ron Ragan, stated that he already addressed the MS4 Kirk Farm Property Stream Restoration. He also stated he has already addressed the Pennock Bridge Road Bridge Turn Back Agreement.
Planning Commission
Ron Ragan, Chairman of the Township Planning Commission reported there are no new subdivisions. There was some discussion as to whether or not the Board of Supervisors preferred to have conditions listed in the Ordinances by conditional use or special exception. The Board of Supervisors agreed on special exception.
Road Master Report
Gerry Porter, the Township Road Master reported the following:
Road bank mowing is on going.
A representative from Davey Tree Company is contacting residents regarding trees to be removed or trimmed by Asplundh for PECO.
Oxford Road – a tree limb fell and took out a PECO electric transformer. PECO was called immediately but did not respond until the next day.
Walnut Glen Road – the Township Road Contractor, Mike Harlan, is going to level out the dip in the road located near the bridge.
Emergency Management
The Department of Emergency Services had a meeting with the Emergency Management Coordinators to advise that they are going to do new training.
AGREM – Comcast fixed the on going issue with the radio station 1670 on the West Grove Tower. They received a $ 20,000.00 grant for radio expansion and maintenance. AGREM will be celebrating their 25 th Anniversary on September 13, 2024.
Property and Building Use
There was some discussion on mowing around the Kirk Farm house.
Zoning Report
Township Secretary, Maureen Zdun, reported there were twelve (12) building permits issued in June. One (1) Use and Occupancy Permit was issued for a single family dwelling.
OLD / NEW BUSINESS
Kirk Farm Property
Township residents who live next to the Kirk Farm Property inquired what the Township is going to do with the property. Township Engineer, Ron Ragan, explained that the Township would like to subdivide and sell off the house with some acres. He explained that according to the Pennsylvania Fair Share Doctrine the Township must provide an area for high density housing. By removing the Kirk Farm out of the Village District the Township can proceed to subdivide the farm house with five acres. The remaining acres will be farmed.
The meeting was adjourned at 8:00 PM.
