NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES July 7, 2022

 The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Gerard Porter, Chairman and Dale Lauver, Vice Chairman.  Mary Anne Steel, Supervisor, was not present.

PUBLIC COMMENT

There was no public comment on Agenda items.

Bernadette Novak – Stormwater Issues

Mrs. Novak owns 245 and 248 Tudor Circle.  She addressed the Board of Supervisors about some stormwater issues that she is having.  It was agreed the Township Engineer, Ron Ragan, and the Township Road Contractor, Mike Harlan will take a look at her properties.

Pat McKeon – Avon Grove Library
Pat McKeon of the Avon Grove Library gave an overview to the Board of Supervisors.

Masonic Lodge

James Hertig and Raymond Mackey asked the Board of Supervisors for permission to have their

Second Annual Chicken Dinner Fundraiser at the Small Pavilion from 8:00 AM to 2:00 PM on July 23, 2022.   The Board of Supervisors gave the Masons permission.

Gerry Porter advised that X finity installed a new router upstairs for AGREM and the Masons to have internet.  The fee is $98.00 per month.  He suggested that AGREM and the Masons work with the Township Secretary, Trish Fagan, to off set the costs.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion by Dale Lauver, seconded by Gerry Porter, the June 2, 2022 Board of Supervisors Regular Meeting Minutes were approved.  The vote was unanimous.

Treasurer’s Report

On a motion by Gerry Porter, seconded by Dale Lauver, the July bills were approved for payment and the financial reports were approved as presented.  The vote was unanimous.

STAFF REPORTS

Planning Commission

Planning Commission Chairman, Ron Ragan, reported that there are no new subdivision plans.    Work continues on the Definitions Document.

Engineer’s Report

New London Township Engineer, Ron Ragan, advised that he is working on the new Stormwater Ordinance that will need to be adopted by the end of the year.

MS4 – Ron advised that he attended the PennDOT major stream restoration for East Nottingham Township Zoom Meeting.  He explained that credits are up for sale by PennDOT that the Township can purchase to satisfy our requirement.  Ron is seeking the Board of Supervisor’s approval to contact PennDOT.

A motion was made by Gerry Porter, seconded by Dale Lauver, to have the New London Township Engineer, Ron Ragan, contact PennDOT regarding the credits that are up for sale.  The vote was unanimous.

Emergency Management

The New London Township Emergency Management Coordinator, Dave Flad, advised that he attended the Chester County EMA training on June 28, 2022.   He mentioned that the Township will receive an AGREM radio.   The Township will also receive a Public Works County Radio.

Roadmaster Report

The New London Township Roadmaster, Gerry Porter, reported that as of June 7, 2022 PennDOT is trying to work with the union about the Township replacing the Pennock Bridge Road bridge.   Line striping will start tomorrow on State Road.  The Township Road Contractor will start road bank mowing.

The Board agreed to have a traffic study done at State Road and West Avondale Road.  The Township Secretary, Trish Fagan, will contact Al Federico.

Building and Property

Gerry said he has not heard from the electrician to check the circuits to see if it can handle a refrigerator.  He also contacted the electrician about getting power out to the pavilion.

Zoning Report

The New London Township Zoning Officer, Trish Fagan, reported that ten (10) building permits were issued in June.  There were two (2) single family dwellings issued.  One (1) Use and Occupancy Permit was issued.

OLD / NEW BUSINESS

New London Township Park

Dave Shirey recommended to the Board of Supervisors that we should put up signs to advertise the park work date.  He said he could contact the company that has made signs for him.  The Board of Supervisors agreed to have Dave Shirey get the signs.

Jennersville Hospital

Gerry announced that the ownership of Jennersville Hospital was transferred to Christiana Care.  He said Medic 94 will remain at the hospital.

Executive Session

Gerry announced that there will be an Executive Session regarding a property acquisition on

July 20, 2022.
