NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES MARCH 2, 2023

The New London Township Board of Supervisors Regular meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.

PUBLIC COMMENT

There was no public comment on Agenda items.

THUNDER HILL MEADOWS FINAL SUBDIVISION

Tom Schreier from Hillcrest Associates presented the final plans for 1135 and 1140 State Road. The plans have been reviewed by the Township Planning Commission and Chester County Planning Commission and have been accepted by both. New deeds will be recorded for the parcels of this subdivision

1135 is in the R2 Zoning District. The subdivision is:

A 1-acre lot with an existing ranch style house to its own parcel and; 41.313 acres with only structures on the property being 2 silos.

On a motion made by Mary Anne Steel, seconded by Dale Lauver, the 1135 subdivision was approved. The vote was unanimous.

1140 is in the R2 Zoning District. The new plot plan subdivided a large parcel with two existing residences currently on the property. The subdivision is:

A 1-acre lot with an existing home and driveway that was adjusted to be on the new parcel and;

75.395 acres with existing buildings.

On a motion made by Mary Anne Steel, seconded by Dale Lauver, the 1140 subdivision was approved. The vote was unanimous.

Tom Schreirer will have new plans completed with the waivers granted dates added to the plans. These will require signatures by the Township representatives and then filed with the County.

ORDINANCE NUMBER 2023-1

An Ordinance for the appointment of a Township Auditor was reviewed by the Board. This is required by Chester County Voter Services to allow them to remove the Auditor position from the ballots.

On a motion made by Mary Anne Steel, seconded by Dale Lauver, the Ordinance was approved. The vote was unanimous.

CLOUDPERMIT – WORKFLOW MANAGEMENT SOFTWARE

Dana Simpson, New London Township Assistant Secretary, presented a proposal for the purchase of software to manage the workflow of the Building Permits and Code Enforcement for the Township. This software is cloud based and will allow anytime/anywhere access for the personnel responsible for the stages of the permit process. This will streamline the process and allow for better management of documentation and file retention.

On a motion made by Dale Lauver, seconded by Mary Anne Steel, with a condition to adjust the Fee Resolution to be include in the implementation of the software, the purchase of the software was approved. The vote was unanimous.

RECURRING BUSINESS

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion made by Mary Anne Steel, seconded by Dale Lauver, the February 2, 2023 Board of Supervisors Meeting Minutes were approved. The vote was unanimous.

Treasurer’s Report

On a motion made by Mary Anne Steel, seconded by Dale Lauver, the March 2023 bills were approved for payment and financial reports were accepted. The vote was unanimous.

STAFF REPORTS

Planning Commission

Planning Commission Chairman Ron Ragan reported that the Price and Thunder Hill Meadows subdivision plans had all been reviewed and approved by the Planning Commission.

The Planning Commission continues to work on tweaking the ordinances. The Noxious Weeds Ordinance continues to be worked on and specifics around bamboo.

The Stormwater Management Ordinance was reviewed with our solicitor Winnie Sebastian. She advised to have the Definitions put back in the ordinance. Dave Schupp is helping with that and will be added into the final version that Charlie Humkey worked on.

Engineering

The Township Engineer, Ron Ragan, advised the Board that the DEP will turn over the MS4 plan to the EPA if the Townships have not submitted that. A certified letter will be sent if that does happen.

Pennocks Bridge new cost estimate was submitted and received by PennDOT.

ZONING REPORT

Township Assistant Secretary, Dana Simpson, reported there were eight (8) Building Permits issued in February. There were no single-family dwelling permits issued.

Reviewed signs that have been appearing in the Township by various contractors. Zoning Officer has contacted the Contractors, as well as removed them if they have not complied timely.

EMERGENCY MANAGEMENT

AGREM had a regular officer election meeting in January and Dave Flad is now President for this year. The committee continues to meet at Penn Township building and the meetings start at 6:30 PM.

He informed the Board of an active shooter drill at the new high school on March 17. It will be held on a teacher-in service day and include State, County and Township level personnel and covered by the Press.

PROPERTY & BUILDING USE COMMITTEE

Pump house roof has a hole in it. Gerry was exploring repair options.

OLD/NEW BUSINESS

Dale Lauver announced that the Board of Supervisors had Executive session prior to the work meeting on February 15, and again on February 28, regarding a possible acquisition.

The Avon Grove Bulldogs organization will be cleaning up the ball field on Saturday, March 5. Diamond-tex for this project was delivered on March 1.

Park Cleanup is on Sunday, March 6. Mulch will be delivered on March 4.

ANNOUNCEMENTS & REMINDERS

Dave Flad advised that the AGREM meetings start at 6:30 PM.
