NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
MAY 7, 2024
The New London Township Board of Supervisors Regular Meeting convened at 6:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Mary Anne Steel, Chairperson; Dale Lauver, Vice Chairman; and Dale Yates, Supervisor.
PUBLIC COMMENT
No public comment on Agenda items.
Pennock Bridge Road Bridge
Chairperson, Mary Anne Steel, announced that the Turn Back Agreement is currently being reviewed by the Township Solicitor. Township Engineer, Ron Ragan, would like to inquire if we can do the Turn Back Agreement with out the contractor information as it has not been put out to bid yet.
A Motion was made by Dale Lauver, seconded by Dale Yates, to approve the PennDOT
Turn Back Agreement on condition of the Township Solicitor’s approval. The vote was unanimous.
James Russell Property
Chuck Hammond, the listing agent for the property was present at the meeting and asked what is the Township going to do about the lot. Chairperson, Mary Anne Steel, told him that the Township is currently working with our Solicitor to propose a settlement to the seller’s attorney so we could not provide any further information.
The Township Engineer, Ron Ragan, stated he was concerned about the sight distance with the location of the driveway. He recommended that a Driveway Permit be required to show adequate sight distance.
A Motion was made by Mary Anne Steel, seconded by Dale Lauver, to have the Township Solicitor propose a settlement with the seller’s attorney based on their offer with the added stipulation, per the Township Engineer, for them to be required to obtain a Driveway Permit showing adequate sight distance. The vote was unanimous.
Kirk Farm Property
Chairperson, Mary Anne Steel, announced there will be an Executive Session after the meeting to discuss selling the property.
250 th Nation Celebration
It was agreed to advertise for volunteers to organize a Municipal Task Force to start working on the celebration.
A motion was made by Dale Lauver, seconded by Dale Yates, to approve
Resolution No. 2024 – 5 – 1 supporting the Pennsylvania Commission for the United States Semiquincentennial America 250. The vote was unanimous.
ADMINISTRATIVE ACTIONS
Regular Meeting Minutes
A Motion was made by Mary Anne Steel, seconded by Dale Lauver, to approve the April 2, 2024 Board of Supervisors Regular Meeting Minutes. The vote was unanimous.
Treasurer’s Reports
A Motion was made by Dale Lauver, seconded by Dale Yates, the May bills were approved for payment and the financial reports were approved as presented. The vote was unanimous.
ADMINISTRATIVE REPORTS
Engineering
The Township Engineer, Ron Ragan, advised that the Hedge Apple Hill contractor will be moving the speed bump on Walnut Glen Road.
MS4 – Ron submitted his responses to the comments from the DEP.
PennDOT Stream Restoration Project – Ron said we have not received confirmation from the Township Solicitor, Winnie Sebastian, regarding the paper work.
Planning Commission
The Planning Commission Chairman, Ron Ragan, advised that the Township Solicitor, Winne Sebastian, has completed a thorough review of the Omnibus Ordinance Draft. She found some things that need to be changed. The Planning Commission Consultant, David Sweet, will take a look at it.
Ron also advised that the Planning Commission is taking a look at the Village Zoning District to see how we can make some quick changes to allow the Township to move forward with the Kirk property.
Road Master Report
Township Road Master, Gerry Porter, reported the following:
The Township Road Contractor, Mike Harlan, has started road bank mowing.
School Road and Route 896 – The tree that was impeding the sight distance has been removed.
School Road and West Avondale Road – The flashing red lights have been placed on top of the existing stop signs. Stop ahead signs have also been added.
826 West Avondale Road – Township resident requested additional road curve signage along the front of his property. Township contractor, Mike Harlan, placed some sign delineators to alert drivers of the curve.
36 Pickwick Lane – Township resident reported that his lawn seemed to be very wet and he thought a pipe leading to the stormwater catch basin may have failed. The Township contractor, Mike Harlan, took a look at the pipes and determined the pipes were good. It was determined it was not road related.
206 Wayside Lane – Township resident reported that the new stormwater pipe was not draining properly. After investigation it was determined that the water is possibly coming from a spring. It also could be that the on lot septic needs to be repaired.
Zoning Report
Township Secretary, Maureen Zdun, advised there were fourteen (14) Building Permits issued in April. There was one (1) Single Family Dwelling Building Permit issued.
The Township Zoning Officer, Michael Corcoran, made mention of some Township zoning issues.
OLD / NEW BUSINESS
Large Scale Printer Scanner
It was mentioned that the Township may want to purchase a large scale printer scanner. Township Secretary, Maureen Zdun, will take a look at the different brands.
1070 Chesterville Road Zoning Hearing
A motion was made by Dale Lauver, seconded by Dale Yates, for the Board of Supervisors to not take a position on the Zoning Hearing and to defer the decision to the Township Zoning Hearing Board. The vote was unanimous.
216 Saginaw Road
John Stoltzfus was present at the meeting. He advised that water run off along his property is not draining. It was agreed that The Township Road Master, Gerry Porter, and the
Township Road Contractor, Mike Harlan, will take a look.
The meeting was adjourned at 9:00 PM.
