NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES November 3, 2022

The New London Township Board of Supervisors Regular meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Gerry Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.

PUBLIC COMMENT

There was no public comment on Agenda items.

101 Ford Drive

Laura Shaw of 101 Ford Drive gave an overview of stormwater run off issues she is having on her property.  The Township Engineer, Ron Ragan, advised that he has been out to her property several times and explained that he does not see any evidence of the neighbor’s run off affecting her property.  Ron also presented a diagram of the subdivision showing where the natural swales are located.  The Board of Supervisors expressed that there is nothing further to be done.

Resolution No.  2022–11–1 Act 57

A motion was made by Gerry Porter, seconded by Dale Lauver, to approve the

Resolution No. 2022-11-1 Act 57 requiring taxing districts that impose taxes on the assessed value of real property to direct the tax collector to waive additional charges for real estate taxes in certain situations.  The vote was unanimous.

2023 Budget

A motion was made by Gerry Porter, seconded by Mary Anne Steel, to approve advertising the 2023 New London Township Budget.  The vote was unanimous.

Avon Grove Bull Dogs Shed Proposal

The Avon Grove Bull Dogs requested to place a shed for their equipment on the Township property.  The Board of Supervisors did not agree to this request.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion by Gerry Porter, seconded by Mary Anne Steel, the October 6, 2022 Board of Supervisors Regular Meeting Minutes were approved.  The vote was unanimous.

Treasurer’s Report

On a motion by Gerry Porter, seconded by Dale Lauver, the November bills were approved for payment and the financial reports were approved as presented.  The vote was unanimous.

STAFF REPORTS

Planning Commission

Planning Commission Chairman, Ron Ragan, reported that we received a land development plan for Thunder Hill Meadows.  Work continues with the Stormwater Ordinance.

Engineer’s Report

The New London Township Engineer, Ron Ragan, reported the following:

MS4 – Ron gave an overview on the latest regarding the large stream restoration project in East Nottingham Township.

Pennock Bridge Road Bridge – Ron is working on a spread sheet with the help of Al Federico.

New London Township Park – The months of July and August the well was running 12 hours a day to keep the water level up for the pond.

Emergency Management

The New London Township Emergency Management Coordinator, Dave Flad, reported that Frecom improved the radio system by going all digital.

Property and Building Use

Dale Lauver advised that the oil burner was serviced.   He also adjusted the outside lights.

Zoning Permit

The New London Township Zoning Officer, Trish Fagan, reported that two (2) building permits were issued in October.  There were no Use and Occupancy permits issued.

OLD / NEW BUSINESS

Masons – Raymond Mackey

Raymond Mackey advised that the floor in the Mason’s meeting room is sagging and that it was recommended to have a density test done.  The Mason’s are planning to have another chicken barbecue and will ask the Township for the use of the park picnic pavilion when they select a date.

Executive Session

It was announced an Executive Session will be held after the regular meeting.

The meeting was adjourned at 9:00 PM.
