NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES October 1, 2024

The New London Township Board of Supervisors Regular meeting convened at 6:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:   Mary Anne Steel Chairman; Dale Lauver, Vice Chairman; and Dale Yates, Supervisor.

PUBLIC COMMENT

There was no public comment on Agenda items.

Philip Kizun – 48 Pickwick Lane, Lincoln University, PA 19356

Philip and Suzanne Kizun advised the Board of Supervisors that they purchased the property and received a Certificate of Occupancy that was issued by the Township which is not correct. Mr. Kizun states the well water was not certified and the well was producing water that was not potable. They are seeking for the Township to refund them the monies that they have spent on the well to correct the situation. They would also like to obtain a Certificate of Occupancy. Chairperson, Mary Anne Steel, told the Kizun’s that New London Township hired Building Inspection Underwriters to perform inspections for the Township and that we have sent a letter to them asking them to take responsibility of this situation. We will wait to hear from Building Inspection Underwriters.

Assistant Secretary New Hire

Motion was made by Dale Yates, seconded by Dale Lauver, to hire Ercela Eifert, Jeannie, as the Assistant Secretary for New London Township at eighteen (18) hours per week. The vote was unanimous. The Township Secretary Treasurer, Maureen Zdun, will send Jeannie a new hire letter.

Anthony Borreggine Final Minor Subdivision Plan

A motion was made by Dale Lauver, seconded by Dale Yates, to approve the Anthony Borreggine Final Minor Subdivision plan dated June 26, 2024, a ninety (90) day extension. The vote was unanimous.

2025 Medic 94 Allocation Contract

A motion was made by Dale Lauver, seconded by Dale Yates, to approve the 2025 Medic 94 Allocation contract for a total of $40,779.00. The vote was unanimous.

2025 Avon Grove Library Budget Allocation Request

A Motion was made by Dale Lauver, seconded by Dale Yates, to approve the 2025 Avon Grove Library Budget Allocation Request in the amount of $36,250.00. The vote was unanimous.

2025 Park Steward Pay Increase

A motion was made by Dale Yates, seconded by Dale Lauver to approve the New London Township Park Steward 2025 pay increase. The vote was unanimous.

132 Shepherd Lane Retention Basin Deterioration

It was agreed by the Board of Supervisors to have the Township Engineer, Ron Ragan, send a letter to the homeowner regarding inspecting the basin.

2025 Holiday Tree Lighting

The Township Secretary, Maureen Zdun, told the Board of Supervisors, after meeting with Township Planning Commission Vice Chairman, Dave Schupp, it was agreed to schedule the 2025 Holiday Tree Lighting on Saturday, December 14, 2024 from 2:00pm to 6:00pm. There was some discussion and it was agreed that Dave could advertise the event on social media asking for volunteers. Township Secretary, Maureen Zdun, will follow up after more planning is completed.

SECRETARY’S REPORT

Regular Meeting Minutes

Motion was made by Dale Lauver, seconded by Dale Yates, to approve the September 3, 2024 Board of Supervisors Regular Meeting Minutes.  The vote was unanimous.

Treasurer’s Report

Motion was made by Dale Lauver, seconded by Dale Yates, to approve the October 2024 bills for payment and financial reports were accepted.  The vote was unanimous.

ADMINISTRATIVE REPORTS

Engineering Report

The Township Engineer, Ron Ragan, reported the following:

Act 537- Ron, Spence Andres, and Keith Campbell had a meeting with Beth Mahoney and Kelly Sweeney of the DEP. The meeting went well with the DEP agreeing to the Township doing a special study for the Wheatland Farms Waste Water Treatment Plant as well as having a special study for the Act 537 Plan rather than a full-blown plan submission. It was a productive meeting allowing for a simplified option.

MS4 – Annual Report has been completed.

Pennock Road Bridge – Ron had a tentative meeting with Conspan. He explained they have a more flexible aluminum product with a lifespan of fifty (50) to seventy-five (75) years.

Planning Commission

Ron Ragan, Chairman of the Township Planning Commission, advised the Board of Supervisors they just agreed to the Anthony Borreggine Final Subdivision Plan ninety (90) day extension. He also advised that the Amended Zoning Map, Definitions and Chapter 1 are still being reviewed by the Chester County Planning Commission.

Road Master Report

Gerry Porter, the Township Road Master, reported the following:

West Avondale Road – base repairs are being done.

Betsy Ross Lane – Mike will mill the dip and pave it.

Lewisville Road – paving is in progress.

Pawtucket – pipe repairs are to begin in late October.

Line painting is completed.

Oil drum that was dumped in the Township will have the contents tested.

Emergency Management

Emergency Management Coordinator, Dave Flad, reported that the county will have an EMC meeting.

Zoning Report

Township Secretary, Maureen Zdun, reported there were four (4) building permits issued in September.   There were no single family dwelling permits issued.  There were no Use and Occupancy permits issued.

Property and Maintenance

It was agreed to have the two septic systems on the Farrell Property removed.

OLD / NEW BUSINESS

Park Trail Camera

After some discussion it was agreed to have a trail cam installed in the New London Township Park.
