NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES September 1, 2022

The New London Township Board of Supervisors Regular meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Gerry Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.

PUBLIC COMMENT

There was no public comment on Agenda items.

Robert B. Arrell Final Subdivision Plan

A motion was made by Gerry Porter, seconded by Mary Anne Steel, to approve the

Robert B. Arrell Final Subdivision Plan dated June 27, 2022, revised August 29, 2022.  The vote was unanimous.

2022 Property Lawn Maintenance Bid

There was only one (1) bid received for the property lawn maintenance work.  Motion was made by Dale Lauver, seconded by Mary Anne Steel, to accept and reward the bid to Yard Clipper, Inc. for September, 2022 through August, 2023.  The vote was unanimous.

2022 Road Work Bid

There was only one (1) bid received for the road work.  Motion was made by Dale Lauver, seconded by Mary Anne Steel, to accept and reward the bid to Harlan Construction for September, 2022 through August 2023.  The vote was unanimous.

Pennock Bridge Road

Gerry Porter advised that the Township is waiting to hear from PennDOT.  The union did approve the turn back of the bridge.  We need to receive official determination in writing.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion by Gerry Porter, seconded by Dale Lauver, the July 7, 2022 Board of Supervisors Regular Meeting Minutes were approved.   Mary Anne Steel abstained from voting.

On a motion by Dale Lauver, seconded by Mary Anne Steel, the August 9, 2022 Board of Supervisors Regular Meeting Minutes were approved.  Gerry Porter abstained from voting.

Treasurer’s Report

On a motion by Gerry Porter, seconded by Dale Lauver, the September bills were approved for payment and the financial reports were approved as presented.  The vote was unanimous.

STAFF REPORTS

Planning Commission

Planning Commission Chairman, Ron Ragan, advised they just finished reviewing the

Robert B. Arrell Final Subdivision Plan.  Work continues on the Landscape Ordinance Draft.  The Planning Commission will review the Act 167 Stormwater Ordinance model at their next meeting.

Engineer’s Report

The New London Township Engineer, Ron Ragan, advised the following:

New London Township Park – The well driller will be pulling the old pump to weld on the casings.  The electrician will trench and run wire from the subpanel by the trail to the well.

MS4 – Ron explained about the PennDOT large stream restoration project in East Nottingham.   New London Township may have the opportunity to purchase some pollutant load credits.  Ron advised that the cost of these credits could be funded through a grant with the Chester County Conservation District.  Ron will have more information on the grant by the work meeting.

Cheswyk Drive – There was a drainage issue with water flowing off of a neighboring property and not going to the inlet.  The Township contractor, Mike Harlan, made some improvements.

Chimienti Drive – Ron met with the Township contractor, Mike Harlan, at the basin.  Mike did bush hog and weed eat the area.   He will meet with Mike again to see what else can be done.

Ford Drive – A resident states that her neighbor’s new septic system is causing run off on to her property.  Ron will be going out to the property with the Chester County Health Department to observe.

Thunder Hill Road – Ron explained that the rip rap near the pipe that comes out of the basin needs to be cleaned and freshened up with new rip rap.

Emergency Management

The New London Township Emergency Management Coordinator, Dave Flad, advised that the two (2) closest flu shot clinics will be at the Kennett High School and Unionville High School.

Property and Building Use

Martha Straus received two (2) bids for the tree trimming at the park house.  There was some discussion.

Zoning Permit

The New London Township Zoning Officer, Trish Fagan, reported that ten (10) building permits were issued in August.  There were two (2) Use and Occupancy permits issued.

OLD / NEW BUSINESS

Medic 94 Meeting

Gerry Porter gave an overview of the Medic 94 meeting that he attended.

West Grove Fire Company

Gerry Porter gave an overview of the West Grove Fire Company’s Budget meeting that he attended.

Walnut Glen Road

Township engineer, Ron Ragan, advised that there is pronounced black top sagging and it could be a sinkhole.  Ron will have the Township Contractor, Mike Harlan, take a look.
