NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES SEPTEMBER 7, 2023

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Gerry Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.  

PUBLIC COMMENT
No public comment on agenda items.

Brady Reisinger Eagle Scout Project
Brady Reisinger presented the Board of Supervisors with the changes to his original Eagle Scout Project.  The Board of Supervisors agreed to the changes.

Motion was made by Gerry Porter, seconded by Mary Anne Steel to approve the changes to Brady Reisinger’s Eagle Scout Project.  The vote was unanimous.

Kristin S. Camp Proposal to Amend the New London Township Ordinance
Kristin Camp, attorney for Amy Stegeman, owner of Thunder Hill Meadows addressed the Board of Supervisors to discuss the possible use of the farm house located on Ms. Stegeman’s property as a short term rental.  Ms. Camp went on to say the current New London Township Zoning Ordinance does not allow a short term rental as a permitted accessory, conditional use, or special exception use for land.  In fact, the Zoning Ordinance provides no definitions, rules, or regulations relating to short term rentals.  

Ms. Camp asked the Board of Supervisors if they would consider an amendment to allow short term rentals which could be defined as a dwelling unit rented for the purpose of over night lodging for a period of less than thirty (30) days.   She said that the New London Township Zoning Officer advised that to allow the short term rental use, Ms. Stegeman had to apply for a variance and she would not prefer to go that route given the difficult burden an applicant seeking a use variance must meet. 

The Board of Supervisors advised Ms. Camp that the previous owner of the property had sold the development rights and that she should check with the County, specifically, Geoff Shellington at the Chester County Department of Parks and Preservation to see if this is even allowable on the conserved property.   After checking with the County and if it is an allowed use, it was recommended she take her Ordinance Amendment suggestion to the New London Township Planning Commission



Medic 94 Financial Support Letter
A Motion was made by Gerry Porter, seconded by Dale Lauver, to accept the request from Southern Chester County Emergency Medical Services for financial support in the amount of $41,040.000 for 2024.  The vote was unanimous.

David G. Szymanski Final Minor Subdivision Plan
A Motion was made by Gerry Porter, seconded by Dale Lauver, to approve the
David G. Szymanski Final Minor Subdivision Plan dated July 18, 2018, last revised 
February 1, 2019.  The vote was unanimous.

Park Steward Position
Gerry Porter advised that the Township Landscape Consultant, Martha Straus interviewed for the Park Steward Position and recommended that the Township hire JZ Property Maintenance LLC.  The Board of Supervisors agreed to hire JZ Property Maintenance LLC at $20.00 per hour.

Road Work Bid
A Motion was made by Gerry Porter, seconded by Dale Lauver, to accept the bid from Harlan Construction for Township Road Work.  The vote was unanimous.

Lawn Maintenance Bid
A Motion was made by Gerry Porter, seconded by Mary Anne Steel, to accept the bid from
Yard Clippers, Inc.  for Township Lawn Maintenance.  The vote was unanimous.

SECRETARY’S REPORT

Regular Meeting Minutes
On a motion made by Gerry Porter, seconded by Mary Anne Steel, the August 3, 2023
Board of Supervisors Meeting Minutes were approved.  Dale Lauver abstained from voting.

Treasurer’s Report
On a motion made by Gerry Porter, seconded by Dale Lauver, the September 2023 bills were approved for payment and financial reports were accepted.  The vote was unanimous.

ADMINISTRATIVE REPORTS

Engineer’s Report
Pennock Bridge Road Bridge – Township Engineer, Ron Ragan, said we received PennDOT’s Highway Transfer Project Agreement for the Township to take over the bridge.  

A motion was made by Gerry Porter, seconded by Dale Lauver, to sign the PennDOT Highway Transfer Project Agreement for the Pennock Bridge Road bridge located on State Route 3022 The vote was unanimous.


Planning Commission
Ron Ragan, Chairman of the Township Planning Commission, advised there are three (3) active subdivisions.  The David G. Szymanski Final Minor Subdivision Plan is being signed tonight by the Board of Supervisors.  The Chad Lester Final Subdivision Plan is being reviewed by the Planning Commission.  The Mattson Farm Subdivision Plan is located in Franklin Township with a piece of property located in New London Township. 

Ordinance work continues.  It was agreed to have the Township Zoning Officer review the ordinance amendments.

Emergency Management
Emergency Management Coordinator, Dave Flad, advised that there will be radio checks before the next AGREM meeting.  The next AGREM meeting will be at Penn Township at 6:00 PM on September 14, 2023.

Building and Property Report
Dale Lauver advised that Tom Altman will service the air conditioning and heating units at the Township Building and all three (3) houses.  Dale will contact Mr. Cairns about bush hogging the Kirk property.

Road Master Report
Township Road Master, Gerry Porter, announced that the Township road contractor paved three (3) subdivisions, Reds Lane, Chimienti Drive, and Shepherd Lane.

Zoning Report
Township Secretary, Maureen Zdun, reported there were four (4) building permits issued in August.  There were no single family dwelling building permits issued.  

The meeting was adjourned at 8:50 PM.
