NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
WORK MEETING MINUTES
April 17, 2024
The New London Township Board of Supervisors Meeting convened at 6:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Mary Anne Steel, Chairperson; Dale Lauver, Vice Chairman; and Dale Yates, Supervisor.
PUBLIC COMMENT
There was no public comment on agenda items.
Kirk Farm Property
Township Engineer, Ron Ragan, presented the Board of Supervisors with a hand out showing the MS4 load reduction credit by utilizing the Kirk Farm property as opposed to other options.
Mr. Ragan advised that he is not sure if we can subdivide the house. As the Ordinance stands now with the Village District if three (3) acres or more are to be subdivided it refers you to the Traditional Neighborhood Development Section. That section would require more development than what the Township would want to do.
There was also some concern that if the American Rescue Funds were used to purchase the property could the Township still sell it for substantially more than what we paid for it.
A Motion was made by Dale Yates, seconded by Dale Lauver, to have the Township Planning Commission make changes to the Village District Zoning Ordinance so that the Township can subdivide and sell the property. The vote was unanimous.
Donation – Medic 94
A Motion was made by Dale Lauver, seconded by Dale Yates, to approve a $ 500,000.00 donation to Medic 94 for a security camera system for their new building. The vote was unanimous.
Dave Shirey – Clean Up The Roads Reimbursement
A Motion was made by Dale Lauver, seconded by Dale Yates, to reimburse Dave Shirey representing his expenses for the Clean Up The Roads Day. The vote was unanimous.
Hipkins Road
The Township was alerted to several pot holes on Hipkins Road. There was some question as to where the municipal boundary lines are located on Hipkins Road. After a Municipal survey was completed London Grove Township marked the boundaries. It was mentioned whether or not we received Liquid Fuels money for this road. The Township Secretary, Maureen Zdun, will follow up on it. The Township Road Master, Gerry Porter, will have the Township Road Contractor repair the pot holes.
OLD / NEW BUSINESS
West Avondale Road and School Road
Township Road Master, Gerry Porter, advised a traffic study was completed by Albert Federico to see if a four (4) stop was needed at West Avondale Road and School Roads. It was determined that it does not meet the requirements to warrant a four (4) way stop sign.
Route 896
PennDOT is considering the Township Road Master’s letter about changing the truck detour.
Walnut Glen Road
On a Motion made by Dale Lauver, seconded by Dale Yates, the Board of Supervisors approved to have the current speed hump on Walnut Glen Road re located. The vote was unanimous.
