NEW LONDON TOWNSHIP BOARD OF SUPERVISORS WORK MEETING SEPTEMBER 21, 2022

The New London Township Board of Supervisor’s Work Meeting convened at 7:00 PM on September 21, 2022 at the New London Township Building, New London, PA.  The Board members present were:  Chairman, Gerry Porter; Vice Chairman, Dale Lauver; and Supervisor, Mary Anne Steel.

ADMINISTRATIVE ACTIONS

Jack Gardner, Auditor

Jack Gardner wanted to notify the Board of Supervisors that he is not planning to run again.  He suggested that with Gene Steger having moved out of the Township, that the Township move to hire a CPA to do the audits, rather than having elected officials.  Jack will finish his term, however, he will not audit for 2023.  Jack also suggested that we check with the Township Solicitor, Sam McMichael, regarding the process for appointing a CPA.

Saienni Property

Township Engineer, Ron Ragan, brought up questions regarding the Saienni sewer hook up to Wheatland Farms which was discussed with Brian Campbell in previous meetings.  The Township holds the permit for the Wheatland Sewer Plant so the Township is the appropriate party to submit the application for the Siaenni sewer permit.  It was discussed and agreed that additional information regarding specifications and ownership of the sewer laterals needs to be determined before moving forward.  Also discussed was who would be responsible for operation and maintenance of the line from the Saienni property to the Wheatland Sewer Plant.

Stormwater Ordinance

Ron Ragan provided an update on the Stormwater Ordinance.  The Planning Commission will review changes to the Ordinance at the September 29, 2022 meeting.  It can then be passed on to the Board of Supervisors for their comment and review.

MS4

Ron Ragan provided an update on the MS4 permit issues with Stroud Water Research not agreeing with PennDOT and their plans for the Big Elk Creek Watershed.   Ron is working on grant money and stated that the PennDOT process could be used in part of the Township.  Ron suggested that we run it by the Township Solicitor, Sam McMichael or Winifred Sebastian, to see if there are changes to the standards for PennDOT versus the municipality.

New London Township Park

Ron Ragan provided information regarding the park.  The conduit was found and the new well pump is on.  The frost hydrant is in, the street connection is in and a line goes down to the pond.  The irrigation valve is in and there is a timer on the pump.  Ron left information on the pump with the Township Assistant Secretary.  The well is two hundred forty two (242) feet deep with the pump set at two hundred twenty (220) feet with seven (7) gallons per minute out put.  There is also a line under the trail to feed the aerator.  The electric still needs to be connected to the panel.

Pennock Road Bridge

Gerry Porter advised that he received word from PennDOT that the Union has approved the turn back of the Pennock Bridge Road bridge.  Township Engineer, Ron Ragan, will need to update the cost estimate for the bridge replacement and advised the Board of Supervisors that the permit process could take twelve (12) to fifteen (15) months just to obtain the permit.

State Road and West Avondale Road Stop Sign

The approval for the four (4) way stop at State Road and West Avondale Road was discussed.
